 The first is the rise of the ¿South\,¿ as emerging & developing economies
  become increasingly important players. The second is the extent to which
  global production & commerce is increasingly organized into global value
  chains (GVCs)\, characterized by segmented production & negotiated suppl
 y relationships rather than either arms-length market transactions or ver
 tically integrated multi-nationals. \n\nThese economic trends have had pr
 ofound implications for governance. The shift South partially dis-embedde
 d the economy from institutions that had facilitated\, regulated\, & modu
 lated market activities & outcomes in the advanced welfare economies of t
 he North. The organization of production in GVCs created new challenges f
 or states in the emerging South\, as well as for international organizati
 ons & civil society actors intent on promoting economic development. \n\n
 The full implications of the new global industrial organization have only
  begun to be recognized by policy makers in governments\, international o
 rganizations\, & NGOs. Although many now ¿talk the talk¿ of GVCs\, policy
  practices have been slow to change. In this paper we explore what a trul
 y ¿GVC-inspired¿ policy & governance might look like. Drawing on case exa
 mples from our research\, we suggest implications for national & regional
  industrial policies\, international trade rules\, targeted development a
 ssistance\, & collaboration between public & private actors.

DESCRIPTION:Raphael Kaplinsky is Professor of International Development at
  the Open University in the UK. In the late 1990s\, together with a netwo
 rk of researchers led by Duke University and the Institute of Development
  Studies at Sussex\, he helped to extend and develop the Global Value Cha
 ins research framework. Since 2006 his principle theme of research has be
 en on the impact of China on Africa. As part of this he has focused on th
 e macro-economic impact\, the impact of China on Africa's external trade 
 and on its industrial and resource sectors. His recent books include a wi
 dely cited text on Globalisation (Globalisation\, Poverty and Inequality)
 \, on China's impact on the global commodities sector (The Impact of Chin
 a on Global Commodity Prices) and the breadth and depth of linkages from 
 the commodities sector in Africa (One Thing Leads to Another: Making the 
 Most of Commodities in SSA). He is currently seeking to initiate a global
 \, networked research programme on Inclusive Innovation.

 Poland. Ambassador Hrinak's honors include the U.S. government's Distingu
 ished Public Service Award and the State Department's Career Achievement 
 Award. In 2005\, she was named international businesswoman of the year by
  the Miami chapter of the Organization of Women in International Trade. S
 he serves on the board of directors of the Inter-American Dialogue and on
  the board of counselors of McLarty Associates. She is based in São Paulo
