Now That We Agreed to Cut CO2 Emissions, How Shall We Do It? - The U.S. and China announced an agreement to reduce greenhouse gas emissions: we cut 30% from 2005 levels by 2025 in exchange for a Chinese emission cap. This agreement covers the majority of emissions worldwide, and it sets the stage for a global agreement before 2016. But how shall we cut emissions? We could stop using coal, subsidize solar, tax gasoline, pay cash for clunkers, or increase nuclear power. An emissions tax might be efficient, but it burdens low-income families spending high fractions of income on electricity. Professor Fullerton will outline principles to keep in mind while contemplating our energy future. Professor Fullerton is the Gutgsell Professor in the Finance Department and Center for Business and Public Policy at the University of Illinois as well as the Associate Director of the Institute of Government and Public Affairs (IGPA). This lecture is also cosponsored with the University of North Carolina at Chapel Hill. The Keohane Professorship promotes inter-institutional collaboration and the enhancement of intellectual life at both UNC and Duke by supporting visiting professorships that strengthen established or encourage new collaborations and who contribute to the teaching missions of both institutions.
