spectives to share our team's experience directly engaging with decision
makers. These informal discussions with our professionals give Duke stude
nts an opportunity to learn more about environmental and energy policy-ma
king institutions-what they are\, how they work\, and how to engage them.
\n\nIn this session\, Allie Garrett\, policy associate with the Nicholas
Institute's Climate and Energy Program\, will share insights on energy in
security in the Southeast and how institutions can work together to effec
tively support impacted families. In 2021\, the Nicholas Institute\, in p
artnership with Appalachian Voices and the North Carolina Justice Center\
, launched the Southeast Energy Insecurity Stakeholder Initiative\, which
aimed to understand opportunities to reduce energy insecurity in the Sou
theast. Over the course of the year\, the Initiative developed 25 recomme
ndations to help households in the region meet their basic energy needs.\
n\nAll current Duke students are invited to attend. Seating is limited\,

DESCRIPTION:Third-party certification prevails as a necessary oversight me
chanism in complex global food production systems. It is ultimately a sub
stitute for trust. At local and regional scales\, however\, certification
risks becoming a cumbersome and costly barrier-crowding out simpler\, ef
ficient and low-cost means for ensuring safety and sustainability. Relati
onship-centered\, home-grown institutions-like community-supported agricu
lture (CSAs)\, farmers markets\, and direct trade approaches-nurture trus
t among food system stakeholders and consumers. These institutional alter
natives also foster the foundations of ecologically resilient agriculture
\, the co-production and implementation of sustainable farming practices.
\n\nJoin us for an in-person talk by Duke University alumna Shana Starobi
n MEM/MPP '08\, PhD '16\, assistant professor of government and legal stu
dies and environmental studies at Bowdoin College. She'll share research
findings based on ethnographic fieldwork and interviews conducted with fa
rmers and other food system stakeholders in Maine (2018-2022)\, as well a
s comparative insights from multiple waves of ethnographic fieldwork and
interviews conducted in Latin America since 2007.\n\nPart of the UPEP Env
ironmental Institutions Seminar Series\, organized by the Nicholas Instit
ute for Environmental Policy Solutions\, Duke University Energy Initiativ
e\, and the University Program in Environmental Policy (UPEP)\, a doctora
l degree program jointly offered by the Nicholas School of the Environmen
t and Sanford School of Public Policy at Duke University.\n\nABOUT THE SP
EAKER: Shana M. Starobin\, Ph.D.\, is an assistant professor of governmen
t and legal studies and environmental studies at Bowdoin College. Previou
sly\, Shana was a fellow with the Penn Program on Regulation at the Unive
rsity of Pennsylvania Law School. Her research centers on the politics of
transnational business regulation and institutional innovation in global
environmental governance. Her work has appeared in publications includin
g Business and Politics\, Ecological Economics\, Global Environmental Pol
itics\, Public Administration Review\, and the Review of Policy Research.
Shana received her Ph.D. and two master's degrees in environment and pub
lic policy from Duke\, as well as an A.B. in the history of science from
Harvard.

art.\n \n\nAbout Michael MacHarg\nMichael MacHarg currently serves as a F
USE Executive Fellow with the City of Durham advancing the city's strateg
ic effort to reduce transportation emissions\, working towards a carbon n
eutral city by 2040.\n\nMichael previously led the Social Ventures team a
t Mercy Corps\, building one of the first and most active impact investme
nt funds in the international development sector. The MC Social Venture F
und invests across the climate\, fintech\, agriculture\, and logistics se
ctors in sub-Saharan Africa\, SE Asia and LATAM.\n\nPrior to Mercy Corps\
, Michael co-founded Simpa Energy\, one of India's solar finance pioneers
. Simpa electrified over 50\,000 rural households in over 2000 villages i
n India\, employing over 3000 people and reaching 250\,000 people with cl
ean\, renewable electricity\, some for the first time in their lives. The
company was backed by global high-impact investors including the Asian D
evelopment Bank\, Schneider Electric\, OPIC\, Proparco\, and Developing W
orld Markets. Simpa was acquired by ENGIE in India in 2018.\n\nMichael ha
s consulted to organizations exploring business innovations in agricultur
e\, financial services\, renewable energy\, clean water\, nutrition and g
lobal health. Michael's early career was spent as part of the founding te
am of the first nonprofit pharmaceutical company\, OneWorld Health\, focu
sed on clinical development of affordable new medicines for diseases of p
overty. Michael began his career as a member of the inaugural team of soc
ial scientists within the Social Development Department of the World Bank
.\n\nMichael is a graduate of Duke University's Fuqua School of Business
and Vanderbilt University.

DESCRIPTION:BIO\n\nRob Howard B.A.'99 is chief executive officer of ClearG
en LLC\, a Charlotte-based portfolio company of Blackstone Credit. ClearG
en finances and owns energy transition assets that serve commercial and i
ndustrial customers. Whether solar\, batteries\, complete microgrids or e
nergy efficiency solutions\, ClearGen delivers reliable and complete fund
ing to developers of asset classes that have historically been underserve
d by the capital markets. In doing so\, commercial and industrial energy
users gain access to cleaner\, more reliable and lower cost energy soluti
ons\, fully financed as a service.\n\nHoward was hired as ClearGen's CEO
in May of 2021\, when the company consisted of an idea\, some leads\, and
a soft commitment from Blackstone. Since that time\, ClearGen has emerge
d as a leader in financing distributed energy solutions\, with a balance
sheet of over half a billion dollars and diverse energy projects operatin
g throughout the United States. This has been accomplished with an extrao
rdinarily lean business model\, dependent on organic talent growth\, sele
ctive outsourcing and rapid evolution.\n\nHoward brings over 20 years of
experience investing in\, financing and managing energy assets. In the sp
an of his career\, he has overseen the investment of over $1 billion of e
quity investments in power generation and other energy assets. His career
history traces an unusual path from private equity deal making to operat
ing platform management\, which he leverages to translate between these t
wo critical communities.\n\nPrior to ClearGen\, Howard was the executive
vice president and chief operating officer of Cogentrix Energy\, the asse
t manager of The Carlyle Group's power generation fleet. Cogentrix is a l
ongstanding plant operator that supports Carlyle in the development\, acq
uisition\, improvement and monetization of power investments.\n\nFrom 201
4 to 2016\, Howard was a principal at Carlyle\, where he led investments
in multiple renewable and thermal power facilities. Before Carlyle\, Howa
rd was a vice president with ArcLight Capital Partners\, where he support
ed investments in power and midstream assets in the United States and Eur
ope. Howard joined ArcLight after having worked in the power and natural
resources investment banking groups at Lehman Brothers.\n\nHe received hi
s undergraduate degree from Duke University and MBA from Yale University.
