Ambassador Jack Matlock will discuss how the Reagan administration developed a negotiating strategy, and (more than a strategy) a negotiating method to bring the Cold War confrontation to an end without trying to undermine Communist rule in the Soviet Union itself. Dr. Matlock will then contrast how, after the early 1990s, American leaders followed the opposite approach in dealing with a very different Russian Federation.
