Bundles, Duties, and Rights: A Revised Framework for Analysis of Natural Resource Property Rights Regimes

In a seminal 1992 Land Economics article, Schlager and Ostrom presented a property rights framework that has become arguably the most ubiquitous for analysis of natural resources and property rights. Christopher Galik of the Nicholas Institute for Environmental Policy Solutions and Pamela Jagger of UNC-Chapel Hill¿s Department of Public Policy will examine how well the framework applies to current natural resource management issues and discuss how it could evolve to be relevant to increasingly complex situations, including institutional change. They will consider duties and liabilities associated with right allocation, drawing from many property rights concepts and frameworks across the economic, legal, and institutional theory literatures, and will present a case study of how the updated framework could apply to reducing emissions from deforestation and forest degradation (REDD+) programs, which operate at multiple scales and involve the consideration of rights to land, trees, carbon, and other forest-related goods and services.This talk is part of the Nicholas Institute for Environmental Policy Solutions and the University Program in Environmental Policy seminar series featuring leading experts discussing a variety of pressing environmentally focused topics.
