Generating Evidence for Impact: Experiences Evaluating Health Service Delivery Interventions Across Sub-Saharan Africa

Dr. Baumgartner is a public health researcher with expertise in both quantitative and qualitative methods, frequently applied to international settings. She is Associate Director of the DGHI Evidence Lab which conducts, and builds capacity to conduct, objective, high-quality and rigorous evaluations. Joy Noel has experience with a range of evaluation designs and methods from formative research to randomized trials to test an intervention's effectiveness. As a Scientist at FHI 360 for 10 years prior to joining DGHI, her research projects included developing and evaluating reproductive health and HIV-related health services interventions in low-resource settings. She has led studies in Tanzania, Uganda, South Africa, Kenya, India, and Jamaica. In addition to new DGHI projects, she continues to collaborate with FHI 360 on a pilot project to integrate non-communicable disease care into HIV care and treatment clinics in Zambia. Dr. Baumgartner has a master's degree in Social Work from the University of Wisconsin at Madison, a PhD in Maternal and Child Health from the University of North Carolina at Chapel Hill, and she completed a postdoctoral fellowship in Psychiatric Epidemiology at Columbia University focused on global mental health.
