DESCRIPTION:Maria Nagawa (Duke) will present her paper\, "Foreign Aid and 
 the Performance of Bureaucrats." \n\nAbstract:\nForeign aid is an importa
 nt financer of development projects in many developing countries. However
 \, aid effectiveness remains equivocal and many suggestions have been mad
 e as to why this might be the case. So far\, no work has examined the cru
 cial impact of aid on bureaucrats\, the people who make states work. In t
 his chapter of my dissertation\, I focus on how aid alters bureaucrats' i
 ncentives and how this affects their performance. I argue that foreign ai
 d forces bureaucrats to make important tradeoffs between monetary benefit
 s and intrinsic motivation which might motivate them to work hard for aid
  projects but reduce effort in their government work. I use interview\, s
 urvey and survey experimental data collected over 8 months of fieldwork i
 n Uganda to develop my theory and test my hypotheses. Broadly\, I find th
 at bureaucrats prefer projects with higher monetary rewards and departmen
 ts with more shares of aid funding\, but still have a strong preference f
 or sources of intrinsic motivation. I further find that bureaucrats are m
 ore willing to reduce effort on government work as monetary rewards on ai
 d projects increase. This study provides important lessons for why aid pr
 ojects might fail to meet their objectives and how aid projects can be st
 ructured in less distortionary ways. The study also adds to new and growi
 ng evidence on bureaucratic motivation in low-income countries.

DESCRIPTION:In the last few years\, a number of works have proposed and im
 proved provably efficient algorithms for learning the Hamiltonian from re
 al-time dynamics. In this talk\, I will first provide an overview of thes
 e developments\, and then discuss how the Heisenberg limit\, the fundamen
 tal precision limit imposed by quantum mechanics\, can be reached for thi
 s task. I will demonstrate that reaching the Heisenberg limit requires te
 chniques that are fundamentally different from previous ones\, and the im
 portant roles played by quantum control\, conservation laws\, and thermal
 ization. I will also discuss open problems that are crucial to the practi
 cal implementation of these algorithms.

 a talk with Dan Costanzo from NORC. Dan's talk will be on "Reaching the '
 Undercounted' in Survey Research: How NORC's AmeriSpeak Panel Tackles the

 escription: Researchers who conduct population surveys face escalating co
 sts and declining response rates\, as they aim to collect data that is re
 presentative\, trustworthy\, and publishable.  Sample recruitment is ofte
 n prohibitively expensive to researchers\, and cheap convenience samples 
 are fraught with representation and quality issues.  NORC at the Universi
 ty of Chicago has built a survey panel called AmeriSpeak to help research
 ers navigate these choppy waters. AmeriSpeak is a probability (random) sa
 mple of US households recruited to take surveys for NORC.  Dan Costanzo\,
  a director of business development at NORC\, will talk about AmeriSpeak'
 s novel approach to panel recruitment\, which includes sending field inte
 rviewers located throughout the US to the homes of non-responders to boos
 t response.  The result of NORC's rigorous efforts is a panel that delive
 rs higher response rates and a more representative sample of US adults th
 an mail and phone recruitment efforts alone provide.  AmeriSpeak is comme
 rcially available to academic\, government\, media\, and other researcher
 s. Costanzo will also talk about the Time-sharing Experiments for the Soc
 ial Sciences (TESS)\, a federally funded program through Northwestern Uni
 versity that enables academic researchers to use AmeriSpeak for free.

DESCRIPTION:Cameron Tilley (Duke) will present his talk\, "The Miraculous 
 Old-Time Fiscal Religion." See abstract below.\n\nAbstract:\nBuchanan and
  Wagner ([1977] 2000) explain why democratic politicians have a strong in
 centive to run large deficits year after year. However\, during much of t
 he country's history\, the U.S. federal budget was close to essentially b
 alanced. Why? Buchanan and Wagner claim prior to the Keynesian Revolution
 \, American politicians believed in an old-time fiscal religion that favo
 red balanced budgets and surpluses\, justifying deficits only in times of
  crisis. While much research has been done on the effects of deficit spen
 ding\, little has been done to empirically identify a shift in a balanced
  budget norm. This paper fills this gap by positing a theory of norm cont
 estation where discussion of a norm increases when violations are frequen
 t.  This paper uses speeches from the 43rd to the 111th Congresses as dat
 a to discover if a balanced budget norm went through a phase of contestat
 ion. The paper provides insight not only into the issue of deficits but a
 lso into the important role norms play in political institutions and poli
 tical decision-making\, along with a way to identify historical norm shif
 ts.

DESCRIPTION:Trent Ollerenshaw (Duke) will present his paper\, "The Heterog
 eneous Associations of Rural Consciousness and Political Preferences."\n\
 nAbstract: \nAlthough rural Americans' sense of place-based consciousness
  has been an influential explanation for their right-wing politics\, rece
 nt studies have often found rural consciousness is weakly associated with
  Republican partisanship and conservatism. Analyzing the 2020 American Na
 tional Election Study and reanalyzing three recent studies of rural consc
 iousness\, I show this incongruity is explained by heterogeneity in how r
 ural consciousness is associated with political preferences. For politica
 lly engaged Americans\, rural consciousness is associated with rightwing 
 partisan-ideological identification and economic conservatism. For diseng
 aged Americans\, however\, rural consciousness is associated with left-wi
 ng identification and economic liberalism. This heterogeneity emerges due
  to the downweighing of instrumental concerns among politically engaged c
 itizens relative to symbolic\, identity-based concerns. Thus\, how rural 
 consciousness is translated into political preferences is contingent on c

DESCRIPTION:Mateo Villamizar Chaparro will present his paper\, "The long-t
 erm effects of Whitening Policies in Brazil." \n\nAbstract:\nHistorically
 \, countries have used migration as a tool to populate empty regions or t
 o supply labor to nascent economies. But what are the long-term effects o
 f these policies? Empirically\, I focus on the case of Brazil during the 
 age of Mass Migration (1880-1930) to understand how diverse local migrati
 on policies explain the contemporary geography of support for redistribut
 ion and affirmative action. During that earlier age\, Brazil offered land
  and labor to attract European migrants to work on the growing coffee sec
 tor in the country's South. Combining an original survey with archival an
 d administrative data\, I contend that places that gave land to migrants 
 are less supportive of affirmative action policies\, are more anti-distri
 bution\, and are more anti-migration today. I argue that this effect is a
  result of the preservation and strengthening of racial and social hierar
 chies in Brazilian society that have been transmitted through generations
 .

DESCRIPTION:This study examines the environmental impact of political busi
 ness cycles in Vietnam's one-party regime\, where elections mainly serve 
 as a tool of upward accountability. Pressured to demonstrate economic per
 formance to their political higher ups\, local politicians use their disc
 retionary power to sidestep environmental regulations to achieve economic
  growth at critical times with detrimental environmental consequences. \n
 \nBased on satellite-based measurements of nitrogen dioxide (NO2) for eac
 h electoral district of the Vietnam National Assembly (VNA) over three el
 ectoral cycles\, we find evidence indicating the existence of an environm
 ental political business cycle (EPBC). Merging this data with socio-demog
 raphic information of VNA members and firm-based panel data\, we find tha
 t EPBC trends vary with the intensity of local officials' connection to c
 entral-level political leaders and businesses\, respectively. \n\nHowever
 \, findings from the latest VNA cycle suggest increased attention toward 
 environmental goals\, reflecting a shift in the policy prioritization of 
 Vietnam's central political leadership.\n\nAbout the speaker:: Quynh Nguy
 en is an associate professor of Environmental Governance and Global Devel
 opment at the Wyss Academy for Nature of the University of Bern (Switzerl
 and). In her research and teaching\, Quynh investigates the political and
  social implications of climate change and the far-reaching consequences 
 of economic globalization processes. She is passionate about understandin
 g how these dynamics shape the interactions between citizens and key acto
 rs within the realms of politics\, society\, and the economy\, both at na
 tional and global levels. \n\nQuynh studied political science at the Frei
 e Universität Berlin. During her doctoral studies at ETH Zurich\, she was
  a visiting scholar at Georgetown University. Quynh was a postdoctoral fe
 llow at the Niehaus Center for Globalization and Governance at Princeton 
 University prior to her appointment as assistant professor at the Austral

 tract:\nAs the prevalence of online communication continues to rise\, res
 earchers are increasingly focusing on the public interactions of politica
 l elites and partisans. Despite the growing body of research on online co
 mmunication\, there remains limited understanding of chats between member
 s of opposing political parties. Furthermore\, the exploration of persuas
 ive techniques employed in online direct messages\, along with their dist
 inctions from in-person methods\, remains relatively unexplored. This stu
 dy addresses these gaps by analyzing survey and text data collected from 
 1\,169 United States citizens engaged in online cross-partisan discussion
 s on a mobile chat platform regarding gun control or immigration. The res
 earch aims to illuminate citizens' use of various persuasive techniques a
 nd their impact on long-term and immediate attitude change\, as well as p
 erceptions of others and self-perceived persuasive abilities and knowledg
 e. The study identifies several persuasive attributes\, including the use
  of evidence\, narration\, personal narration\, proposed solutions to pol
 itical issues\, and revealing of group identity. These attributes demonst
 rate varying degrees of effectiveness on attitude change and perceptions 
 of persuasion. The findings reveal that individuals who received messages
  incorporating these persuasive techniques showed no significant impact o
 n their attitudes toward gun control and immigration\, both in the long-t
 erm and short-term. However\, the use of evidence\, narration\, personal 
 narration\, and proposed solutions to political issues yielded significan
 t results in predicting perceptions of one's partner's persuasive power\,
  one's own persuasive power\, and one's increased knowledge over their pa
 rtner.

  Theory: Theory-Driven Identification in IRT Models." Please see the abst
 ract below. \n\nAbstract:\nMeasurement is the weak link between theory an
 d empirical test. Complex concepts such as ideology\, identity\, and legi
 timacy are difficult to measure\; yet\, without measurement that matches 
 theoretical constructs\, careful empirical studies may not be testing tha
 t which they had intended. Item Response Theory (IRT) models offer promis
 e by producing transparent and improvable measures of latent factors thou
 ght to underlie behavior. Unfortunately\, those factors have no intrinsic
  substantive interpretations. Prior solutions to the substantive interpre
 tation problem require exogenous information about the units\, such as le
 gislators or survey respondents\, which make up the data\; limit analysis
  to one latent factor\; and/or are difficult to generalize. We propose an
 d validate a solution\, IRT-M\, that produces multiple\, potentially corr
 elated\, generalizable\, latent dimensions\, each with substantive meanin
 g that the analyst specifies before analysis to match theoretical concept
 s. We offer an R package and step-by-step instructions in its use\, via a
 n application to survey data.

 n\nTitle: \nWho represents the working-class? Introducing and implementin
 g a mobility-sensitive approach to the study of class representation\n\nA
 bstract: \nSocial scientists and the public share a strong interest in th
 e identity of political decision makers. Thus\, studies of the descriptiv
 e representation of groups such as women\, ethnic minorities\, or workers
  are abundant. In contrast to the first two\, however\, research on the l
 atter is beset by three key conceptual problems: First\, by the very defi
 nition of higher political office\, individuals therein are no longer par
 t of the working class. Second\, even before entering political office\, 
 people regularly move between social classes. Third\, for politicians\, t
 hese moves may depend on the trajectory of their political careers. We ad
 dress these challenges by theorizing the implications of a dynamic unders
 tanding of class over the life course. Based on this\, we introduce six o
 perational definitions of a descriptive representative of the working cla
 ss that encompass the timing of experiences of upward social mobility as 
 well as its interaction with their political careers. We then collect hig
 hly granular data on the class origins and career trajectories of several
  thousand ministers in postwar European democracies in order to map the c
 lass structure of governments based on our definitions. Furthermore\, we 
 show that the choice of definition has important implications both for ou
 r understanding of the conditions under which politicians from the workin
 g class enter government and for the study of the link between the descri
 ptive and substantive representation of the working class.

DESCRIPTION:Andrew Trexler will present his job talk titled "The Unequal C
 hallenge of Learning from Under-informative News." Abstract is below. \n\
 nAbstract:\nPolitical news consumption is highly uneven: few people consu
 me directly from news outlets today\, while many encounter news incidenta
 lly through social media and aggregators. Because news organizations depe
 nd on direct consumers for revenue\, they aim to satisfy the preferences 
 of these most prolific and engaged consumers. To do so\, outlets commonly
  package the news to emphasize partisan conflict\, employ specialized pol
 itical jargon\, prognosticate about future political outcomes\, and use a
 ttention-grabbing clickbait. While these styles of news coverage may elic
 it more marketable engagement from habitual consumers\, I argue that they
  also make the news less accessible for other consumers and limit what ca
 n be learned from typical news exposure. I conduct a creative preregister
 ed experiment (n = 2\,233) on political learning from contemporary news c
 overage. I show that\, relative to a "public interest" coverage style tha
 t prioritizes clear and simple communication of critical information abou
 t policy and governance\, common contemporary news styles weaken post-exp
 osure recall of key news information. Recall penalties are especially sev
 ere for those with lower baseline political engagement\, yet recall penal
 ties affect highly-engaged consumers as well. This study shows that conte
 mporary styles of news coverage broadly under-serve the public by obscuri
 ng critical information and inhibiting political learning.

 tice and Bureaucratic Oversight: Tainted Prosecutors and Accountability f
 or Nazi Crimes." The abstract is below. \n\nAbstract:\nDemocratic transit
 ions typically present a "retention dilemma" -- to what extent can new de
 mocracies rely on civil servants and bureaucrats who served the authorita
 rian regime? Principal-agent theory suggests that a key factor in this co
 ntext is appropriate institutional design: Tainted officials are likely t
 o pose a threat to democratic transitions when they are not subject to ef
 fective monitoring and oversight. We analyze a unique dataset of prosecut
 orial decisions regarding close to 15\,000 allegations of Nazi crimes in 
 post-war West Germany. The results strongly suggest that institutional co
 ntext matters: Nazi affiliations by local prosecutors (subject to extensi
 ve oversight) had no effect on prosecutorial decisions. But prosecutors-g
 eneral (largely independent of oversight) with ties to the Nazi regime we
 re far less likely to initiate prosecutions than their untainted counterp
 arts.

DESCRIPTION:Clara Park (U of Colorado\, Boulder) will present "Economic Co
 mpetitiveness\, Climate Policy\, and the Clean Energy Transition."  \n\nA
 bstract: \nWhy do some countries implement comprehensive\, cross-sectoral
  climate policies while others do not? Although 195 countries agreed to r
 educe greenhouse gas emissions through the Paris Accord\, countries vary 
 considerably in their domestic mitigation and adaptation policies. While 
 existing explanations of collective action and distributive concerns well
  highlight the challenges in climate change cooperation\, they fall short
  in systematically identifying the source of governments' preferences acr
 oss countries. Using text analysis of over 2300 climate policies of 86 co
 untries\, I show that countries' economic competitiveness in the clean en
 ergy transition explains their willingness to accelerate or decelerate th
 e transition through their climate policies.  A country with a large manu
 facturing sector\, which heavily uses fossil fuel and would incur large t
 ransition costs\, is less likely to adopt any climate policies\, and when
  it does\, it proposes fewer policies related to clean energy\, such as r
 enewable energy and decarbonization. On the other hand\, countries withou
 t large manufacturing sectors have more comprehensive mitigation and adap
 tation policies across sectors. Understanding why countries lead (or lag)
  in efforts to combat climate change can help answer a source of collecti
 ve action problem in international environmental cooperation.

 f Experience During Crises: Evidence from COVID vaccinations." Paper is a
 ttached.\n\nAbstract: \nPoliticians often use previous office experience 
 as a campaign appeal\, and voters seem to value it. Nevertheless\, the ro
 le of political experience in determining the quality of policies remains
  overlooked by the literature\, particularly during times of crisis when 
 experience becomes uniquely salient to voters. Using data on COVID vaccin
 ations across Brazilian municipalities in 2021\, this article examines ho
 w experience affects policy implementation during a crisis. It shows that
  vaccination rates were 11% higher in cities governed by incumbent mayors
  that were reelected in Nov 2020\, and therefore had extensive experience
  fighting COVID\, when compared to cities that elected newcomers. These e
 ffects are due to neither bureaucratic turnover nor differential reelecti
 on incentives. They are also concentrated in localities that were heavily
  hit by the pandemic earlier in 2020\, consistent with the narrative that
 \, through learning by doing\, the early administrative experiences of ma
 yors determined their policy performance when the vaccines arrived.
