DESCRIPTION:Andrew Trexler will present his job talk titled "The Unequal C
 hallenge of Learning from Under-informative News." Abstract is below. \n\
 nAbstract:\nPolitical news consumption is highly uneven: few people consu
 me directly from news outlets today\, while many encounter news incidenta
 lly through social media and aggregators. Because news organizations depe
 nd on direct consumers for revenue\, they aim to satisfy the preferences 
 of these most prolific and engaged consumers. To do so\, outlets commonly
  package the news to emphasize partisan conflict\, employ specialized pol
 itical jargon\, prognosticate about future political outcomes\, and use a
 ttention-grabbing clickbait. While these styles of news coverage may elic
 it more marketable engagement from habitual consumers\, I argue that they
  also make the news less accessible for other consumers and limit what ca
 n be learned from typical news exposure. I conduct a creative preregister
 ed experiment (n = 2\,233) on political learning from contemporary news c
 overage. I show that\, relative to a "public interest" coverage style tha
 t prioritizes clear and simple communication of critical information abou
 t policy and governance\, common contemporary news styles weaken post-exp
 osure recall of key news information. Recall penalties are especially sev
 ere for those with lower baseline political engagement\, yet recall penal
 ties affect highly-engaged consumers as well. This study shows that conte
 mporary styles of news coverage broadly under-serve the public by obscuri
 ng critical information and inhibiting political learning.

 tice and Bureaucratic Oversight: Tainted Prosecutors and Accountability f
 or Nazi Crimes." The abstract is below. \n\nAbstract:\nDemocratic transit
 ions typically present a "retention dilemma" -- to what extent can new de
 mocracies rely on civil servants and bureaucrats who served the authorita
 rian regime? Principal-agent theory suggests that a key factor in this co
 ntext is appropriate institutional design: Tainted officials are likely t
 o pose a threat to democratic transitions when they are not subject to ef
 fective monitoring and oversight. We analyze a unique dataset of prosecut
 orial decisions regarding close to 15\,000 allegations of Nazi crimes in 
 post-war West Germany. The results strongly suggest that institutional co
 ntext matters: Nazi affiliations by local prosecutors (subject to extensi
 ve oversight) had no effect on prosecutorial decisions. But prosecutors-g
 eneral (largely independent of oversight) with ties to the Nazi regime we
 re far less likely to initiate prosecutions than their untainted counterp
 arts.

DESCRIPTION:Clara Park (U of Colorado\, Boulder) will present "Economic Co
 mpetitiveness\, Climate Policy\, and the Clean Energy Transition."  \n\nA
 bstract: \nWhy do some countries implement comprehensive\, cross-sectoral
  climate policies while others do not? Although 195 countries agreed to r
 educe greenhouse gas emissions through the Paris Accord\, countries vary 
 considerably in their domestic mitigation and adaptation policies. While 
 existing explanations of collective action and distributive concerns well
  highlight the challenges in climate change cooperation\, they fall short
  in systematically identifying the source of governments' preferences acr
 oss countries. Using text analysis of over 2300 climate policies of 86 co
 untries\, I show that countries' economic competitiveness in the clean en
 ergy transition explains their willingness to accelerate or decelerate th
 e transition through their climate policies.  A country with a large manu
 facturing sector\, which heavily uses fossil fuel and would incur large t
 ransition costs\, is less likely to adopt any climate policies\, and when
  it does\, it proposes fewer policies related to clean energy\, such as r
 enewable energy and decarbonization. On the other hand\, countries withou
 t large manufacturing sectors have more comprehensive mitigation and adap
 tation policies across sectors. Understanding why countries lead (or lag)
  in efforts to combat climate change can help answer a source of collecti
 ve action problem in international environmental cooperation.

 f Experience During Crises: Evidence from COVID vaccinations." Paper is a
 ttached.\n\nAbstract: \nPoliticians often use previous office experience 
 as a campaign appeal\, and voters seem to value it. Nevertheless\, the ro
 le of political experience in determining the quality of policies remains
  overlooked by the literature\, particularly during times of crisis when 
 experience becomes uniquely salient to voters. Using data on COVID vaccin
 ations across Brazilian municipalities in 2021\, this article examines ho
 w experience affects policy implementation during a crisis. It shows that
  vaccination rates were 11% higher in cities governed by incumbent mayors
  that were reelected in Nov 2020\, and therefore had extensive experience
  fighting COVID\, when compared to cities that elected newcomers. These e
 ffects are due to neither bureaucratic turnover nor differential reelecti
 on incentives. They are also concentrated in localities that were heavily
  hit by the pandemic earlier in 2020\, consistent with the narrative that
 \, through learning by doing\, the early administrative experiences of ma
 yors determined their policy performance when the vaccines arrived.

 being of humans and the environment\, which are only expected to intensif
 y. Reduction of CO2 emissions must be our primary focus\, as this is the 
 only effective way to address the root cause of climate change. Therefore
 \, we must develop approaches for managing the risks of climate change th
 at can no longer be avoided through emissions reductions alone.\nDuke RES
 ILE invites undergraduate students to join an impactful campus summit fea
 turing prominent speakers and panelists who have significantly contribute
 d to climate research\, policy\, and resilience. This event will bring to
 gether experts actively shaping the future of climate action to discuss k
 ey challenges and insights\, offering students a chance to engage with le
 aders in the field. Additionally\, the event will showcase a research and

DESCRIPTION:Shanker Satyanath (NYU) will present\," Fascist Ideology and M
 igrant Labor Exploitation" (with Mario Carillo and Gemma Dipoppa). \n\nAb
 stract:\nForced labor is increasing in advanced economies\, driven by the
  coercion of undocumented migrants vulnerable to exploitation. We study t
 he far-right ideological determinants of this phenomenon\, including raci
 st beliefs. Leveraging a historical shock from the Mussolini era that ing
 rained a far-right racist ideology in certain parts of Italy\, we show th
 at forced labor is higher in affected areas\, and rises with migrant infl
 uxes from discriminated ethnicities. Supporting the ideological mechanism
 \, we show that this practice intensifies with Fascist propaganda\, enabl
 ing institutions (far-right mayors)\, and supportive societies (far-right
  voters). Our findings underscore the political foundations of exploitati
 ve labor practices

DESCRIPTION:Yanna Krupnikov (Michigan) will present "How We See Each Other
 : Perceptions Across the Political Divide."\n\nAbstract:\nA good deal of 
 both\, news and scholarly attention has centered on partisan divisions in
  America. Part of this research has focused on perceptions\, and the role
  of mis- and meta-perceptions in shaping people's feelings about both the
 ir own and the opposing political side. Given increasing interest in inte
 rventions to shift (mis)perceptions\, we re-consider the role and origins
  of mis- and meta-perceptions of the other side.  In particular\, we theo
 rize the possibility that perceptions may be less errors\, but rather a p
 otentially more deliberate means of simplifying politics. We begin to con
 sider this possibility through a set of surveys fielded prior to the 2024
  election.

DESCRIPTION:Susan Hyde (Berkeley) will present\, "Women's Group Empowermen
 t Can Increase Political Participation: Evidence from Five Coordinated Fi
 eld Experiments." \n\nAbstract:\nNon-electoral political participation\, 
 such as attending local meetings\, contacting public officials\, and maki
 ng demands for public funds\, is critical for leaders to effectively resp
 ond to the needs of marginalized groups. Yet\, participation is unequal a
 cross different groups in society\, with important consequences for distr
 ibutional outcomes. This article presents a preregistered meta-analysis o
 f five coordinated field experiments aimed at evaluating whether a popula
 r theoretical model of collective action in social psychology can motivat
 e women to engage more actively and effectively in non-electoral forms of
  political participation. We show that the intervention increased partici
 pation in a community grants program by an average of 13.7 points\, with 
 statistically significant and positive effects in four of five studies. W
 e estimate that the treatment had demonstrable positive effects on the le
 vel of participation\, the quality of participation\, and responsiveness 
 to women's policy goals in two of our five sites. Our analysis of mechani
 sms shows that the effects on our main outcomes could have been mediated 
 by the mechanisms that directly follow from the women's empowerment inter
 vention\, but could also have been mediated by complementary processes th
 at resulted from the training programs\, such as self-efficacy\, politica
 l knowledge\, social \, and shared policy priorities. We interpret this a
 s evidence that this type of group empowerment intervention can increase 
 political participation by marginalized groups beyond common informationa
 l treatments and encourage further research to better understand when it 
 is more likely to be effective.

DESCRIPTION:Jaya Wen (HBS) will present\, "Bank Expansion as Tax Policy." 
 \n\nAbstract:\nThis paper presents evidence that governments use non-tax 
 policies with the objective of collecting more taxes from an expanded tax
  base. Our setting is county governments in China\, and the non-tax polic
 y decision is the opening of local bank branches. We investigate how alle
 viating credit constraints through enhanced banking access enables firms 
 to secure more loans and expand their operations\, which in turn increase
  their taxable base and tax contributions. The central empirical challeng
 e in such an investigation is the correlation between banking access\, ec
 onomic activity\, and tax revenues across firms and settings. To address 
 this challenge\, we leverage the 2005 abolition of the agricultural tax i
 n China\, which created varying fiscal shortfalls across cities. We use a
  difference-in-differences approach and compare cities with higher and lo
 wer revenue losses pre- and post-reform.Our findings suggest that cities 
 facing larger revenue losses differentially expanded banking access by op
 ening bank branches. More intense exposure drove larger Value Added Tax (
 VAT) revenues and a larger VAT base\, particularly among private firms\, 
 which tend to be more credit-constrained than SOEs in China. We document 
 various costs associated with the policy and the characteristics of citie
 s that relied on bank expansion most intensely.

 ept of habitability-encompassing the sociocultural\, economic\, and envir
 onmental dimensions that determine a place's capacity to sustain human li
 fe and livelihoods-offers crucial insights into thresholds for climate-re
 lated migration and displacement. This presentation builds on interdiscip
 linary\, multimethod\, and multisite research to explore how habitability
  is influenced by the complex\, nonlinear\, and cumulative impacts of cli
 mate change. It also highlights how perceptions of habitability vary sign
 ificantly both within and across communities\, underscoring the compoundi
 ng challenges to migration management\, rural development\, social cohesi
 on\, and public health. Going beyond simplistic global models of climate 
 displacement\, this presentation offers actionable recommendations for in
 clusive\, locally relevant policies that prioritize vulnerable population
 s and foster equitable responses to climate-induced migration and displac
 ement.\n\nSPEAKER BIO\n<b>Dr. Julia M. Blocher</b> is a Project Lead and 
 Scientist at the Potsdam Institute for Climate Impact Research (PIK)\, wh
 ere she leads interdisciplinary research on climate-related migration\, d
 isplacement\, and planned relocations. She recently concluded the HABITAB
 LE project\, the largest initiative on climate-related migration ever fun
 ded by the European Union. Dr. Blocher also serves as President of the In
 ternational Youth Federation (IYF)\, an international non-profit dedicate

 d Polarization: Navigating Democratic Tensions on College Campuses." \n\n
 Abstract\nThis study investigates how U.S. college students navigate the 
 tension between free speech and harm prevention in the wake of polarizing
  events such as the war in Gaza. Through survey experiments involving 3\,
 065 students\, we find that partisanship and social predispositions often
  override principled commitments to free speech. Support for speech restr
 ictions is shaped by the severity of the speech\, the identity of the tar
 get\, and contextual factors like public versus private settings. Hateful
  rhetoric targeting minority groups elicits stronger punitive responses\,
  with higher perceived harm and support for disciplinary actions when sta
 tements are made in public forums. Our findings reveal a key tension in d
 emocratic norms: while two-thirds of students prioritize protections for 
 minority groups and one-third favor universal equal treatment\, these com
 mitments frequently falter under ideological pressures. The study highlig
 hts the challenge of balancing free expression with harm prevention on po
 larized campuses and underscores the importance of examining universities
  as microcosms for broader societal debates on democracy\, inclusion\, an
 d the limits of free speech.

 wer and Economic Performance." \n\nAbstract\nThe population of Advanced C
 apitalist Democracies (ACDs) has aged substantially in the last decades. 
 Yet we know little about the consequences of ageing for the electoral pol
 itics of economic performance. This book develops a novel theoretical fra
 mework linking ageing to lower economic growth in four steps: first\, eld
 erly voters care more about pensions\, but less about more growth-enhanci
 ng policies\, for instance childcare\, family\, education and investment 
 policies\; second\, they are less likely to penalize governments for low 
 growth and unemployment\; third\, grey power pushes governments to protec
 t the growing share of budgets allocated to pensions at the expense of mo
 re growth-enhancing policies\, most notably social and public investments
 \, and also undermines optimal policy responsiveness during recessions\; 
 fourth\, this policy reallocation leads to lower economic growth. The the
 ory is tested using multilevel\, fixed effect and instrumental variable r
 egressions as well as causal mediation analyses on micro- and macro-data 
 across 21 ACDs since the 1960s. The results show that ageing fundamentall
 y alters the electoral politics of economic stagnation in ACDs. Under cur
 rently prevailing institutional and political contexts\, ageing partly se
 vers the symbiotic relationship between capitalism and democracy.

DESCRIPTION:Dorothy Kronick (Berkeley) will present "Oversight\, Policing\
 , and Crime: Evidence from Colombia" (with Nicolás Idrobo and Tara Slough
 ).\n\nAbstract:\nGovernments often impose oversight of the police. Propon
 ents claim that oversight curbs bad behavior\, while critics counter that
  it undermines policing and causes crime. We argue that oversight can pro
 tect rights and public safety when it improves the accuracy of enforcemen
 t sufficiently to compensate for a decline in the quantity of policing. S
 tudying the staged rollout of a new code of criminal procedure in Colombi
 a\, which introduced judicial oversight of arrests\, we find that oversig
 ht caused a 40\\% drop in the number of arrests. But crime did not increa
 se\, according to available administrative and survey data. We attribute 
 this result to an improvement in the accuracy of enforcement: the ratio o
 f convictions to arrests rose\, and arrests for low-level crimes declined
  much more than arrests for serious crimes.

 uced Turnout Among Justice-Involved Floridians More Generally." \n\nAbstr
 act\nIn 2022\, Florida state police arrested several dozen people for vot
 ing while ineligible due to prior felony convictions. These arrests occur
 red during a period of widespread uncertainty about voting eligibility fo
 r people with convictions. We ask whether these highly-visible arrests mi
 ght have scared off other apparently-eligible voters with convictions. We
  use incarceration\, probation\, and voter-file records to measure turnou
 t among Floridians with past convictions\, comparing over-time changes in
  this group to trends among other voters. We estimate that the arrests re
 duced the voting rates of formerly-incarcerated Floridians by about 4 per
 centage points in the August 2022 primary election and 12 percentage poin
 ts in the November general election\, but we do not find evidence of spil
 lover effects to other states.
