DESCRIPTION:Sabrina Karim is the Hardis Assistant Professor in the departm
 ent of Government at Cornell University. Her research focuses on conflict
  and peace processes\, particularly state building in the aftermath of ci
 vil war. \n\nAbstract: \nMuch of the scholarship on rape addresses variat
 ion in or legacies of wartime sexual violence. We pivot to focus on the l
 egacies of post-conflict state building processes\, and argue that mascul
 ine peace-building processes can contribute to rape. Specifically\, when 
 international peacekeepers engage in transactional sex\, they alter local
  sex economies and fundamentally change expectations around romantic rela
 tionships in the host country. These changes make it more difficult for l
 ocal men to enter into (sexual) relationships with local women\, which ma
 y lead to rape. To test these intuitions\, we use\nnovel\, quantitative d
 ata on rape from One Stop Centers in Monrovia\, Liberia collected between
  2015-2019. We supplement these data with over one-hundred and seventy or
 iginal interviews with perpetrators of rape and community leaders. Triang
 ulating our data\, we find support for our theory. The paper problematize
 s large-scale\, masculine peace building projects as a means to promote g
 ender equality in host countries.

DESCRIPTION:Edmund Handby (Duke) will present his paper\, "Addressing Stra
 tegic Voting via Electoral Lotteries."\n\nAbstract:\nThe theoretical and 
 empirical study of electoral systems has demonstrated how strategic votin
 g is an inherent feature of various systems. Studies in social choice the
 ory\, for example\, demonstrate the pervasiveness of strategic voting\, w
 hereas more recent studies have gone beyond the mere diagnosis\, such as 
 those that illustrate which demographics are more likely to strategically
  vote. There are\, of course\, normative dimensions to strategic voting. 
 Some view strategic voting as being detrimental\, as exacerbating existin
 g inequalities\, whereas others see positives\, such as the incentive to 
 attain a greater knowledge of politics.\n\nIn this paper\, I examine the 
 potential to address or mitigate strategic voting. Specifically\, I asses
 s the effectiveness of electoral lotteries as a means of doing so. I do s
 o with reference to three kinds of lotteries. First\, lotteries where the
  locus of randomisation is the ballot\, such as random dictatorship. Seco
 nd\, lotteries where the randomness is at the level of political office i
 ncluding sortition. Third\, lotteries where the electoral system itself i
 s randomised. I propose a hypothetical electoral system lottery which inv
 olves randomly selecting the system at each electoral cycle\, with voters
  only being made aware of the chosen system after their votes have been c
 ast. I suggest that each type of lottery is flawed in its effectiveness i
 n mitigating strategic voting. I conclude with a discussion of the normat
 ive implications of lotteries and strategic voting.

DESCRIPTION:Benjamin Broman (Duke) will present his paper\," Counterproduc
 tive cooptation? Religion\, institutional change and resistance in the Sc
 ottish Highland Clearances." This is a practice job talk.\n\nAbstract\nRu
 lers often coopt social institutions to encourage compliance and overcome
  resistance to their policies. Yet cooptation can backfire. By reducing t
 he authority and trustworthiness of the coopted institution\, cooptation 
 can spark institutional change\, creating rival sources of social authori
 ty that facilitate greater resistance in the long run. This paper examine
 s the dynamic social and political effects of cooptation through the case
  of religion and resistance\nin the 19th-century Scottish Highland Cleara
 nces\, a period of economic change during which landowning elites evicted
  farming communities to establish sheep farms. Landowners used their cont
 rol over appointments to the established Church of Scotland to encourage 
 compliance with evictions\, but formal control varied across localities. 
 Using multiple novel data sources\, I show that in regions where landowne
 rs controlled more Church appointments\, more locals left the Church to j
 oin a breakaway denomination free from landowning influence\, the Free Ch
 urch. Communities with a higher Free Church population engaged in more le
 gal contestation during the Clearances and were more likely to elect pro-
 reform\npolitical candidates. Qualitative evidence suggests the Free Chur
 ch facilitated contestation by developing civic skills and organizing civ
 il society groups. Landowner cooptation of the Church may have delivered 
 short-term compliance but appears to have unintentionally spurred institu
 tional change that ultimately mobilized resistance.

DESCRIPTION:We start the talk with the fundamentals of modeling practices 
 used in retail credit decisioning. This includes data\, how to process it
 \, and typical modeling methodologies. We then discuss model risk managem
 ent fundamentals such as topics in performance monitoring and interpretab
 ility analysis. \nAfter this foundational talk\, we delve into the use ca
 ses of these models in predicting risk or profit for credit card acquisit
 ions strategies and their implications for credit risk. First\, we explor
 e the relationship of empirical risk and profit in credit card portfolios
 . Then\, we examine the implications of switching from a traditional risk
 -based underwriting approach using logistic modeling to a profit-based un
 derwriting approach using machine learning models. We conclude by compari
 ng simulated risk vs. profit-ranked portfolios in terms of customer profi
 les\, showcasing the importance of model methodology in retail banking.  
 \nGeorge Krivorotov is a senior financial economist in the Retail Credit 
 Risk Analysis Division at the Office of the Comptroller of the Currency w
 ithin the US. Treasury. George's research interests include climate risk\
 , machine learning\, real estate economics\, and quantitative macroeconom
 ics. At the OCC\, George provides technical consultation and direct super
 vision support on a wide variety of topics\, focused on complex models us
 ed in credit allocation\, loss forecasting\, climate risk management\, an
 d collateral valuation. He holds a doctorate in economics from the Univer
 sity of Minnesota and an undergraduate degree in mathematics from the Uni
 versity of Virginia.

  Victims Do About It?" Please see the abstract below.\n\nAbstract\nThe do
 minant accounts of victimhood claim that victims of injustice should avoi
 d or strive to overcome their victimhood in the realm of political engage
 ment. The accounts consider the political use of victimhood as a hindranc
 e to constructive political action. This paper argues that such a negativ
 e perspective on victimhood\, deriving from a binary framework of politic
 al agents versus victims\, overlooks its positive potential in empowering
  victims to engage in constructive\npolitical action. Drawing on insights
  into vulnerability as a universal and complex aspect of the human condit
 ion\, I propose reimagining political agents as vulnerable agents\, and v
 ictimhood as a vulnerable agent's recognition that one's vulnerability ha
 s been unfairly treated. Through this nuanced approach\, it becomes evide
 nt that victims should adopt a nuanced perspective on their victimhood\, 
 embracing and channeling it into constructive political action\, rather t
 han avoiding or overcoming it.

DESCRIPTION:Michaela Mattes will present "In Your Eyes: How International 
 Apologies Shape Third-Party Perceptions." Please see the abstract below. 
 \n\nAbstract: \nThis paper examines the international image effects of in
 terstate apologies. Can senders improve their standing among third partie
 s by apologizing\, or do apologies signal weakness? When and why do apolo
 gies have these effects? We hypothesize that international audiences view
  a state that apologizes more favorably than one that does not\, because 
 apologies\nprovide reassurance that the sender will show future restraint
  and signal that the sender holds appropriate values. We also anticipate\
 , however\, that apologies could signal weakness by causing the sender to
  lose face. We further predict apologies have more muted image repair eff
 ects when the victim rejects the apology or when the apology provokes bac
 klash within the sending country. To test our hypotheses\, we fielded a l
 arge-scale survey experiment in the U.S.\nRespondents learned whether or 
 not a foreign state (Russia) apologized to a victim (Ukraine) for past of
 fenses. We further varied the target's response\, the reaction of key dom
 estic groups in Russia\, and whether Russia had transitioned to democracy
 . We found that Russia apologizing greatly increased U.S. favorability to
 ward Russia\, willingness to cooperate with it\, and willingness to purch
 ase Russian products\, but did not make Russia appear weak. Large effects
 \npersisted even when Ukraine rejected Russia's apology and/or Russians s
 harply criticized their own government's statements\, though these reacti
 ons did often diminish the apology's beneficial effects. Our findings sug
 gest that an apology may be a powerful tool of international image repair
 .

 s and Economic Sanctions." The abstract is below.\n\nAbstract:\nEconomic 
 sanctions continue to be a tool utilized by states. However\, their effic
 acy remains an open question. When and under what conditions do economic 
 sanctions work? Answers to this question range from not at all to under v
 ery limited conditions. We advance this debate by looking at elections in
  counties targeted by economic sanctions. If sanctions are to have any ch
 ance at success\, they should have political consequences for the regimes
  they target. But how do we know if sanctions may have political implicat
 ions to incumbent regimes? We argue that the elections under which incumb
 ent regimes are brought to power should reflect the strength of their man
 date. When opposition parties gain in elections\, as reflected by increas
 ed vote-share\, incumbent regimes may be less able to withstand the poten
 tial consequences and costs associated with resisting economic sanctions.
  An empirical analysis of sanctions success and electoral outcomes indica
 tes that sanctions are much more likely to be effective in countries wher
 e opposition parties are a threat to incumbent regimes as reflecting in e
 lection returns.

DESCRIPTION:Andrew T. Little (Berkeley) will present his talk\, "Electoral
  Systems and Resistance to Democratic Backsliding." (with Sean Gailmard a
 nd Carlo Prato)\n\nAbstract: \nWe study how electoral institutions affect
  incentives for elected officials to resist democratic backsliding by a c
 hief executive/party leader. Empirically\, we find more legislative resis
 tance to backsliders among party list proportional rule (PR) systems comp
 ared to single-member districts (SMD) with decentralized candidate select
 ion. We examine this relationship with a formal model comparing resistanc
 e to backsliding and retaliation to resistance in SMD vs PR systems. If t
 he leader is not removed\, they have a stronger influence on co-partisans
 ' electoral fortunes under list PR. However\, the ability to threaten the
  electoral fortunes of their co-partisans after being removed is higher u
 nder SMD (e.g.\, due to primaries). We find that the latter effect domina
 tes when resistance is not too likely to succeed or when the threat to be
  removed via primary is sufficiently strong. More broadly\, when the lead
 er's electoral influence is sufficiently high\, SMD can provide weaker in
 centives for legislators to resist.
