DESCRIPTION:For statistical agencies\, the Big Bang event in disclosure av
oidance occurred in 2003 when Irit Dinur and Kobbi Nissim\, two well-know
n cryptographers\, turned their attention to properties of safe systems f
or data publication from confidential sources. The paradigm-shifting mess
age was a very strong result showing that most of the confidentiality pro
tection systems used by statistical agencies around the world\, collectiv
ely known as statistical disclosure limitation\, were not designed to def
end against a database reconstruction attack. Such an attack recreates in
creasingly accurate record-level images of the confidential data as an ag
ency publishes more and more accurate statistics from the same database.
Why are we still talking about this theorem fifteen years later? What is
required to modernize our disclosure limitation systems? The answer is re
cognizing that the database reconstruction theorem identified a real cons
traint on agency publication systems-there is only a finite amount of inf
ormation in any confidential database. We can't repeal that constraint. B
ut it doesn't help with the public-good mission of statistical agencies t
o publish data that are suitable for their intended uses. The hard work i
s incorporating the required privacy-loss budget constraint into the deci
sion-making processes of statistical agencies. This means balancing the i
nterests of data accuracy and privacy loss. \n\nLunch will be served.

DESCRIPTION:This workshop offers an introduction to Qualtrics survey soft
ware\, a package available (at no cost to researchers) for use across Duk
e's campus and medical center. This powerful\, easy-to-use system is a gr
eat way to collect information online\, whether as part of a research pro
tocol or for administrative purposes such as program evaluation. This wor
kshop will introduce participants to the Qualtrics system\, demonstrate h
ow to set up an account\, create a questionnaire and access its results.
It will also cover some basic tools that can be used to customize the que
stionnaire to fit your needs\, such as using display and skip logic to co
llect more detailed information from a subset of your audience. The works
hop is taught through the Duke Initiative on Survey Methodology (DISM) in

to structure and even analyze data and to create presentations. It starts
with examining basic tools and functions in Excel (including ways that E

e systematic investigation of the merit\, worth\, or significance of a pr
ogram. Topics covered will include: when and why to conduct evaluation\;
types of evaluations\; key aspects of an evaluation\, including logic mod
el development\, data sources and data collection\, analysis and reportin
g\, and guiding resultant programmatic change\; and tips for feasibly and
effectively implementing evaluation at a program or organization. This
workshop focuses on evaluation from the perspective of programs or organi
zations and will be of particular interest to people working in such sett
ings who are looking to learn more about evaluation\, but it is also rele
vant to undergraduate students\, graduate students\, faculty\, or other r
