DESCRIPTION:The adolescent mental health crisis represents a significant a
 nd persistent public health challenge. This presentation will detail how 
 a multi-level approach to prevention and care can effectively support the
  mental health of adolescents\, helping them lead healthier\, happier liv
 es.\n\nDr. Damour will describe:\n• what parents\, caregivers\, educators
 \, and communities can do to protect and promote adolescent mental health
  for all teenagers\;\n• strategies for identifying and supporting teens w
 ho are at heightened risk for emotional difficulties\; and\n• adolescent-
 specific practices for the effective care of teens in need of clinical in
 terventions.\n\nLisa Damour is the author of three New York Times bestsel
 lers: <i>Untangled</i>\, <i>Under Pressure</i>\, and <i>The Emotional Liv
 es of Teenagers</i>\, which have been translated into 23 languages. She c
 o-hosts the Ask Lisa podcast\, works in collaboration with UNICEF\, and i
 s recognized as a thought leader by the American Psychological Associatio
 n. Damour is a regular contributor to <i>The New York Times</i> and CBS N
 ews and the creator of Untangling 10to20\, a digital library of premium c
 ontent to support teens and those who care for them.\n\nDamour serves as 
 a senior advisor to the Schubert Center for Child Studies at Case Western
  Reserve University and has written numerous academic papers\, chapters\,
  and books related to education and child development. She maintains a cl
 inical practice and also speaks to schools\, professional organizations\,
  and corporate groups around the world on the topics of child and adolesc
 ent development\, family mental health\, and adult well-being. Damour als
 o works with industry leaders on topics related to adolescent mental heal
 th and was a consultant to Pixar on the film <i>Inside Out 2</i>.\n\nDamo
 ur graduated with honors from Yale University and worked for the Yale Chi
 ld Study Center before earning her doctorate in clinical psychology at th
 e University of Michigan. She has been a fellow at Yale's Edward Zigler C
 enter in Child Development and Social Policy and the University of Michig
 an's Power Foundation. \n\nThis lecture is made possible through an endow

 \, Greensboro News & Record\, Wilmington Star-News\, and newspapers in 50
  other communities. A frequent radio and television commentator\, Hood is
  the author of seven nonfiction books on such subjects as business\, adve
 rtising\, public policy\, and political history. His most-recent books ar
 e Mountain Folk (2021) and Forest Folk (2022)\, both historical-fantasy n
 ovels set in early America.\n\nA former Bradley Fellow at the Heritage Fo
 undation\, Hood teaches at Duke University's Sanford School of Public Pol
 icy. His articles have appeared in magazines such as Readers' Digest\, Th
 e New Republic\, National Review\, Military History\, and Reason as well 
 as newspapers such as The Wall Street Journal\, USA Today\, The Chicago T
 ribune\, and The Seattle Times. He also spent 25 years on statewide telev
 ision\, appearing on the weekly programs "N.C. Spin" and "North Carolina 
 This Week."\n\nAt Locke\, Hood created the E.A. Morris Fellowship for Eme
 rging Leaders\, which prepares young North Carolinians for leadership rol
 es in the public and private sectors. He also serves on the faculty and a
 s board chair of the NC Institute of Political Leadership\; as co-chair o
 f the North Carolina Leadership Forum\, based at Duke University\; as vic
 e-chair of the James G. Martin Center for Academic Renewal\; and on the b
 oards of directors of the State Policy Network\, the Student Free Press A
 ssociation\, and the Carolina Liberty Foundation.\n\nHood received his BA
  in journalism from the University of North Carolina at Chapel Hill\, whe
 re he serves on the board of North Carolina Public Radio (WUNC) and the f
 oundation board of the Hussman School of Journalism and Media. He earned 
 a MA in liberal studies and a graduate certificate in nonprofit managemen
 t from UNC-Greensboro A native of Mecklenburg County\, Hood now resides i

 in\, PhD is a professor of practice at Johns Hopkins University-SAIS and 
 a visiting fellow at the Brookings Institution. She served in national se
 curity roles for six U.S. secretaries of defense\, advising on strategic 
 planning\, defense budgeting\, the future of conflict\, and regional affa
 irs involving the Middle East\, Europe\, and Asia. Most recently\, she se
 rved as assistant secretary of defense for strategy\, plans\, and capabil
 ities\, leading the development and implementation of the 2022 National D
 efense Strategy. She advised the secretary of defense on forces\, plans\,
  posture\, emerging capabilities\, and security cooperation. Previously\,
  she led DoD's relations with nearly 150 countries. Karlin was on the def
 ense policy team for the Biden-Harris transition. She is the author of tw
 o books on military history and defense policy and a recipient of the Sec
 retary of Defense Distinguished Public Service Medal\, the highest award 
 given to civilians by the Secretary of Defense.\n\nKarlin was recently fe

 dent of NDI in 2024. Before joining the Institute\, she served as Directo

 gn policy in the Middle East\, political and economic change in the regio
 n\, and the Arab-Israel conflict. She is an adjunct professor at Georgeto
 wn University\, where she has taught courses in international relations\,
  Middle East policy\, and security studies. \n \nDr. Wittes was one of th
 e first recipients of the Rabin-Peres Peace Award\, established by Presid
 ent Bill Clinton in 1997. Dr. Wittes has published three books\, most rec
 ently Foreign Policy Careers for PhDs: A Practical Guide to a World of Po
 ssibilities (Georgetown University Press\, 2023). She holds a bachelor's 
 in Judaic and Near Eastern studies from Oberlin College\, and master's an
 d doctoral degrees in Government from Georgetown University.  She is a fo
 under of the Leadership Council for Women in National Security\, and serv
 ed on the board of the National Democratic Institute from 2014 - 2022. Sh
 e is also a member of the Council on Foreign Relations and Women in Inter
 national Security. A native of Michigan\, Dr. Wittes lives in Washington\

 tly serves as Deputy Assistant Secretary in the Bureau of Democracy\, Hum
 an Rights and Labor (DRL) where she is responsible for DRL's work on Near
  Eastern Affairs and on Security and Human Rights. She previously served 
 as the Deputy Director of Studies and the inaugural Leon E. Panetta Fello
 w at the Center for a New American Security. Prior to joining CNAS\, Dr. 
 Rand served on the staff of the National Security Council and covered the
  Middle East and North Africa for Secretary Hillary Clinton's Policy Plan
 ning Staff. Earlier in her career\, she served as a professional staff me
 mber on the Senate Select Committee on Intelligence and as Senator Frank 
 R. Lautenberg's foreign affairs and defense legislative assistant.\n\nDr.
  Rand's academic work has focused on domestic political developments and 
 international security in the Middle East and North Africa\, including Ro
 ots of the Arab Spring: Contested Authority and Political Change in the M
 iddle East (University of Pennsylvania Press\, 2013). She received her Ph
 .D. and M.A. in political science from Columbia University\, where she re
 ceived the University's highest award for excellence in teaching. Dr. Ran

DESCRIPTION:Please join the Rethinking Diplomacy Program's Ocean Diplomacy
  Working Group (ODWG) and Space Diplomacy Lab (SDL) for a conversation ab
 out treaties and governance in extreme environments - from the Antarctic 
 to the Moon - and beyond with Evan T. Bloom\, polar expert\, lawyer\, and
  former senior diplomat. \n\nThe discussion will center on challenges in 
 Antarctica and outer space governance\, the U.S. role\, and geopolitical 
 and geo-economic concerns\, with a special focus on the Antarctic and Out
 er Space Treaties\, the US-lead Artemis Accords (which seek to create rul
 es and norms for scientific and commercial activities on the Moon)\, and 
 the strengths and limitations of diplomacy in extraterritorial areas.\n\n
 We will discuss the benefits and drawbacks of consensus-based decision ma
 king in treaties\, how geopolitics influences Antarctic conservation\, Ma
 rine Protected Areas (MPAs)\, the Antarctic Treaty's commercial mining ba
 n\, and how diplomacy in Antarctica might be instructive for diplomats wo
 rking on issues related to the rapid commercialization of space and poten
 tial resource extraction activities on the moon and other celestial bodie
 s.\n\nEvan T. Bloom served at the U.S. Department of State from 1991 to 2
 020 where\, among other roles\, he served as Acting Deputy Assistant Secr
 etary of State for Oceans and Fisheries and Director of the Office of Oce
 an and Polar Affairs and was a member of the federal Senior Executive Ser
 vice.  Among his many accomplishments\, Mr. Bloom helped establish the Ar
 ctic Council\, supervising U.S. representation in the Council from 2006 t
 o 2020\, and led the U.S. delegation to high seas treaty negotiations (bi
 odiversity beyond national jurisdiction) at the UN from 2016-2020.  \n\nA
 s a member of the Office of the Legal Adviser\, Bloom was the State Depar
 tment's space law adviser from 1996-2002\, during which he participated\,
  inter alia\, in the negotiation of the multilateral treaty concerning op
 eration of the International Space Station.\n\nBloom is currently a globa
 l fellow at the Wilson Center's Polar Institute in Washington\, DC\, seni
 or advisor to the Centre for the Ocean and the Arctic\, Marine Protected 
 Area Advisor to the Antarctic and Southern Ocean Coalition\, and Polar Go
 vernance Chair at the Ted Stevens Center for Arctic Security Studies. He 
 is co-editor of the Elgar Concise Encyclopedia of Polar Law (forthcoming 
 2025). Mr. Bloom is a Member of the Council on Foreign Relations and a Fe

DESCRIPTION:From 2016 to 2021\, Burma embarked upon a program of dramatic 
 economic reform that aimed to turn around the country's poverty and isola
 tion\, and to lay the foundations of a democratic and peaceful state. Not
 withstanding the obstacles\, progress was made on these fronts until all 
 was brought down in February 2021\, when Burma's military once again took
  power in a coup. Burma's reformers were arrested and imprisoned (includi
 ng the speaker)\, while the country descended into chaos and war. Burma's
  economy followed the downward trajectory as hard-won reforms were revers
 ed. Today Burma is once more the poor outlier in a region characterised b
 y rapid growth and great prospects. Yet\, the courage of the Burmese peop
 le in resisting military rule has been both inspirational and successful.
  The ruling junta's days seem numbered\, and with this hope remains.\n\nT
 his presentation will explore Burma's efforts at economic reform\, the re
 sistance these inspired\, and the events surrounding the coup and its aft
 ermath. It will conclude with some thoughts of how change might come to B
 urma\, and how the rest of the world can help bring it about.\n\nSean Tur
 nell has been a senior analyst at the Reserve Bank of Australia\, a Profe
 ssor of Economics at Macquarie University\, a consultant to a range of in
 ternational institutions (including the IMF and World Bank)\, and is curr
 ently a Senior Fellow at the Lowy Institute in Sydney. From 2016 to 2021 
 he served as economic adviser to Myanmar's democratic government. Followi
 ng the military coup that took place in Myanmar in February 2021\, Sean w
 as imprisoned alongside Myanmar's democratic leadership. After 650 days o
 f incarceration and severe ill-treatment\, he was finally released in Nov
 ember 2022. Sean has written extensively on macroeconomic policymaking\, 
 economic reform\, and the role of financial institutions in economic deve
 lopment\, with a special focus on Australia\, Myanmar\, and the Indo-Paci
 fic. His book on Myanmar's monetary and financial history\, "Fiery Dragon
 s\," was published in 2009. In 2023 Penguin published Sean's book on his 
 experience of being a captive in Myanmar\, An "Unlikely Prisoner." His ne
 w book on economic reform in Myanmar\, "The Best Laid Plans\," has also j
 ust been published by Penguin/Lowy Institute.

 :30 PM - 6:45 PM in Sanford 04.\n\nBio:\nDamon Wilson is President and CE
 O of the National Endowment for Democracy (NED)\, an independent\, nonpro
 fit\, grant-making foundation supporting freedom around the world.\n\nPri
 or to joining the Endowment\, he helped transform the Atlantic Council in
 to a leading global think tank as its executive vice president. Previousl
 y\, Wilson served as Special Assistant to the President and Senior Direct
 or for European Affairs at the National Security Council helping to enlar
 ge a Europe whole\, free\, and at peace\; to secure freedom through NATO 
 enlargement\; to deter and counter Russian aggression\; and to work with 
 a united Europe as a leading U.S. partner to support democracy in the wor
 ld.\n\nWilson also served at the U.S. Embassy in Baghdad\, Iraq as the Ex
 ecutive Secretary and Chief of Staff\, where he helped manage one of the 
 largest U.S. embassies during a time of conflict. Prior to this posting\,
  he worked at the National Security Council as the Director for Central\,
  Eastern\, and Northern European Affairs from 2004 to 2006\, helping to e
 nlarge NATO\, to partner with Germany\, and to support a democratic Ukrai
 ne. From 2001 to 2004\, Wilson served as Deputy Director in the Private O
 ffice of NATO Secretary General Lord Robertson\, playing a lead role on t
 he Alliance's response to 9/11 and its operations in Afghanistan and the 
 Western Balkans.\n\nPrior to serving in Brussels\, Wilson worked in the D
 epartment of State's Office of European Security and Political Affairs\, 
 on the State Department's "China desk\," and at the U.S. Embassy in Beiji
 ng. Wilson began his service at the State Department as a Presidential Ma
 nagement Fellow helping to plan the Alliance's 50th anniversary summit\, 
 first post-Cold War enlargement\, and efforts to prevent genocide in Koso
 vo.\n\nWilson completed his MA degree at the Princeton School of Public a
 nd International Affairs during which he interned in the African Affairs 
 Directorate of the National Security Council. From 1995-1996\, he served 
 as the first Hart Leadership Fellow\, working in Rwanda for Save the Chil
 dren's Children and War Program. Wilson graduated summa cum laude from Du
 ke University as a Benjamin N. Duke Leadership Scholar.

 onprofit representing over fifty members of the space and satellite indus
 try to the U.S. federal government. \n\nAs Director of Policy\, Madeleine
  Chang supports SIA's legislative advocacy and regulatory work on spectru
 m\, broadband connectivity\, trade\, cybersecurity and other key policy a
 reas that are of critical importance to the commercial satellite industry
 .\n \nBefore joining SIA\, she was a Horizon Fellow with the Aerospace Se
 curity Project at the Center for Strategic and International Studies (CSI
 S) in Washington\, DC\, where her research focused on threats to space sy
 stems and the commercial remote sensing marketplace.\n \nEarlier\, as a s
 oftware engineer with Lockheed Martin\, she developed satellite software 
 for national security projects contracted by U.S. government customers. M
 adeleine holds a master's degree in engineering management from Cornell U
 niversity in Ithaca\, NY\, as well as bachelor's degrees in Astronomy and
  Computer Science\, also from Cornell.\n \nThis event is being organized 
 by the Duke Cosmology Group and the Rethinking Diplomacy Program's Space 
 Diplomacy Lab with the support of the Duke Faculty Advancement Seed Grant

DESCRIPTION:The Triangle Economics of Education Workshop (TEEW) will bring
  together scholars to present and discuss empirical research on the econo
 mics of education.\n\nThis year's keynote speaker is Celeste Carruthers\,
  the William F. Fox Distinguished Professor of Labor Economics in the Has
 lam College of Business at the University of Tennessee with a joint appoi
 ntment in the Department of Economics and the Boyd Center for Business an
 d Economic Research. Her research centers on education policy with crosso
 vers into public economics\, labor economics\, and economic history. Rece
 nt and ongoing projects examine the effect of financial aid on college ch
 oices\, career and technical education\, and the consequences of segregat
 ed schools in the early 20th-century United States. She teaches graduate 
 and undergraduate courses in public expenditure analysis\, causal inferen
 ce\, and econometrics.\n\nCarruthers is the Editor-in-Chief of Economics 
 of Education Review\, a Research Associate at the National Bureau of Econ
 omic Research\, a Baker Expert at the Howard H. Baker Jr. Center for Publ
 ic Policy\, and a research fellow with the Anderson Center for Entreprene
 urship and Innovation. Her talk is entitled "Education & Workforce Alignm
 ent: A Conversation Between Policy and Research." During this talk\, Carr
 uthers will review the evolution of policy goals around postsecondary edu
 cation and training\, from moonshot attainment targets to a renewed empha
 sis on "credentials of value." Both phases have been fueled by a demand f
 or workforce alignment and informed by research on the returns to postsec
 ondary education\, technical education\, and specific credentials. Lookin
 g ahead\, there are pressing issues where researchers can contribute to t
 he design and evaluation of policies that build and adapt the education-w
 orkforce pipeline.\n\nThis event\, which is co-sponsored by the Duke Cent
 er for Child and Family Policy and the Department of Public Policy at the
  University of North Carolina at Chapel Hill\, will be held in person onl
 y.

 host Suzanne Maloney for a conversation on US policy toward Iran and the

  required.\n\nSuzanne Maloney is the vice president and director of the F
 oreign Policy program at the Brookings Institution\, where her research f
 ocuses on Iran and Persian Gulf energy. At Brookings\, she is a leading v
 oice on U.S. policy toward Iran and the broader Middle East\, testifying 
 before Congress\, briefing policymakers\, and engaging with government\, 
 non-profit organizations and corporations. Maloney also serves on the Ext
 ernal Research Council for the National Intelligence Council and is a fre
 quent commentator in national and international media. Maloney has advise
 d both Democratic and Republican administrations on Iran policy\, includi
 ng as an external advisor to senior State Department officials during the

 r a wide-ranging conversation about the intersections between technology 
 and national security in today's landscape with Kari Bingen. John Hillen 
 will moderate.\n\nThis event is free and open to the public. Registration
  is required.\n\nKari A. Bingen is the director of the Aerospace Security
  Project and a senior fellow in the Defense and Security Department at th
 e Center for Strategic and International Studies (CSIS). She joined CSIS 
 from HawkEye 360\, an innovative space technology company creating a new 
 class of radio frequency (RF) data and analytics\, where she was the chie
 f strategy officer. Prior to the private sector\, Kari served as the depu
 ty undersecretary of defense for intelligence and security\, overseeing t
 he defense intelligence and security enterprises\, comprising more than 1
 20\,000 personnel and an annual budget of over $54 billion. Before that\,
  Kari served as the policy director on the House Armed Services Committee
  and staff lead for its Strategic Forces Subcommittee\, advising members 
 of Congress on defense policy\, program\, and budget matters. Prior to en
 tering government\, Kari specialized in national security space issues\, 
 working with U.S. defense and intelligence community clients\, first as a
  space systems analyst at SRA International's Adroit C4ISR Center\, and t
 hen as a senior space policy analyst at the Aerospace Corporation. In add
 ition to her work at CSIS\, Kari is an adjunct assistant professor at Geo
 rgetown University. She is a member of the U.S. Strategic Command Strateg
 ic Advisory Group\, was a commissioner on the CSIS Technology and Intelli
 gence Task Force\, and serves on a number of corporate and nonprofit advi
 sory boards. She graduated from the Massachusetts Institute of Technology
  with a degree in aeronautics and astronautics and was a 2002 National Re
 connaissance Office technology fellow.
