 sed understandings of humanitarian action? And what are some practical wa
 ys we can apply an anti-racist lens to humanitarian action with the aim o
 f serving and working with affected people? Join us at the Sanford School
  of Public Policy at Duke University on Wednesday\, November 2 for a time
 ly discussion on these issues with gender and foreign policy expert Saman
  Rejali.\n\nSaman is experienced in providing gender-responsive and anti-
 racist policy\, programming\, and legal advice to senior leaders across t
 he humanitarian-development-peace nexus. She is currently serving as a se
 nior advisor for Canada's Women\, Peace\, and Security (WPS) Ambassador a
 nd her office. She previously served as the Senior Gender Advisor for Glo
 bal Affairs Canada's Peace and Stabilization Operations Program. Saman ca
 me to the Government of Canada from the humanitarian sector\, where she w
 orked for the International Committee of the Red Cross on humanitarian di
 plomacy and policy outreach\, as well as gender and international law - m
 ost recently as a legal and policy advisor.\n\nSaman holds an honors bach
 elors' degree in political science from the University of Toronto and an 
 interdisciplinary master's in international development\, with specializa
 tions in gender and international law\, from the Graduate Institute in Ge
 neva.\n\nSaman is experienced in providing gender-responsive and anti-rac
 ist policy\, programming\, and legal advice to senior leaders across the 
 humanitarian-development-peace nexus. She is currently serving as a senio
 r advisor for Canada's Women\, Peace\, and Security (WPS) Ambassador. In 
 this role\, she is co-drafting a Memorandum to Cabinet on a feminist and

  as a key site of struggle and as a modeler and en-act-or of "right relat
 ionship." We will have the opportunity to learn about his ongoing connect
 ion to this work in North Carolina where he has served as an advisor to t
 he Greensboro Truth and Reconciliation Commission of 2004-2006 and the Tr
 uth\, Justice\, and Reconciliation Process of NC launched in Oct 2022.\n\
 nAbout the speaker: Dr. Peter Storey\, Ret. Bishop\, South African Method
 ist Church. His 40-year ministry in South Africa was defined by sustained
  opposition to the apartheid government and its oppressive racist policie
 s\, first in Cape Town during the forced removals of people of color\, an
 d as chaplain to Nelson Mandela and other political prisoners on Robben I
 sland. Later\, as a Methodist and Ecumenical leader he played a significa
 nt national role in the Church's anti-apartheid struggle. He and then Bis
 hop Desmond Tutu were witnesses-in-chief for the South African Council of
  Churches when the apartheid regime put the ecumenical organization on tr
 ial. Bishop Storey's pastoral ministry was grounded in inner city churche
 s\, most notably District Six in Cape Town and the Central Methodist Miss
 ion in Johannesburg. He played a leading role in transformational movemen
 ts within the Methodist Church of SA such as Obedience '81 and the Journe
 y to a New Land process prior to the advent of democracy. He founded Sout
 h Africa's Life Line telephone-based crisis intervention service and Gun-
 free South Africa\, the nation's anti-gun movement. Bishop Storey was a r
 egional chairperson of the National Peace Accord combating government orc
 hestrated violence in the runup to the 1996 elections for a democratic So
 uth Africa.  He was appointed by President Mandela to help select the mem
 bers of the post-apartheid Truth and Reconciliation Commission.

 Rose Gottemoeller is the Steven C. Házy Lecturer at Stanford University's
  Freeman Spogli Institute for International Studies and its Center for In
 ternational Security and Cooperation. Before joining Stanford Gottemoelle
 r was the Deputy Secretary General of NATO from 2016 to 2019\, where she 
 helped to drive forward NATO's adaptation to new security challenges in E
 urope and in the fight against terrorism.  Prior to NATO\, she served for
  nearly five years as the Under Secretary for Arms Control and Internatio
 nal Security at the U.S. Department of State\, advising the Secretary of 
 State on arms control\, nonproliferation and political-military affairs. 
 While Assistant Secretary of State for Arms Control\, Verification and Co
 mpliance in 2009 and 2010\, she was the chief U.S. negotiator of the New 
 Strategic Arms Reduction Treaty (New START) with the Russian Federation.

 a. An Airborne-Ranger\, Infantry officer\, he commanded at every grade in
 cluding a company in Korea\, the TF Ranger assault force in Mogadishu dur
 ing "Blackhawk Down\," the Joint Special Operations Command\, and as the 
 final commander of NATO's Resolute Support Mission and United States Forc
 es-Afghanistan. His numerous decorations and honors include two awards of
  the coveted Combat Infantryman Badge\, two Purple Hearts\, the Silver St
 ar and an unprecedented 20 Overseas Service Bars denoting more than 10 fu
 ll years in combat zones. Miller currently serves at USMA as a senior fel
 low for the Combating Terrorism Center.

DESCRIPTION:Drawing from experiences of dozens of cash transfer programs i
 n low- and middle-income countries\, Dr. Paul Niehaus will summarize key 
 findings and share his internationally informed perspective\, covering ch
 allenges to designing and launching randomized controlled studies\, inter
 preting evidence from diverse contexts\, and highlighting features that t
 ranslate across contexts\, including the U.S.\n\nNiehaus is an economist 
 and entrepreneur working to accelerate the end of extreme poverty. He is 
 Chancellor's Associates Endowed Chair in Economics at UC San Diego and an
  affiliate of BREAD\, the Center for Effective Global Action\, the Abdul 
 Latif Jameel Poverty Action Lab\, and the National Bureau of Economic Res
 earch. His research examines the design\, implementation\, and impact of 
 anti-poverty programs at large scales. \n\nNiehaus is co-founder of a ser
 ies of companies working to amplify capital flows to emerging markets. He
  is also co-founder\, former president\, and current director at <a href=
 "https://www.givedirectly.org">GiveDirectly</a>\, the leading internation
 al NGO specialized in digital cash transfers and consistently rated one o
 f the most impactful ways to give. \n\nNiehaus is a recipient of a Sloan 
 Fellowship and has been named a "Top 100 Global Thinker" by Foreign Polic
 y magazine. He holds a PhD in economics from Harvard University.\n\nLisa 
 Gennetian\, Pritzker Professor of Early Learning Policy Studies at the Sa
 nford School of Public Policy\, will moderate the event.\n\nThis lecture\

 vised nine national election campaigns in Israel since 1999\, and has wor
 ked in fifteen other countries as well. In Israel\, her research focuses 
 on the Israeli-Palestinian conflict\, foreign policy\, democracy\, human 
 rights and civil rights\, political analysis\, and comparative conflict a
 nalysis. Dr. Scheindlin has regional expertise in the Balkans and Eastern
  Europe\, post-conflict societies and transitional democracies. She holds
  a PhD from Tel Aviv University\; she is a policy fellow at The Century F
 oundation\, a regular columnist at Haaretz (English)\, and a foreign affa
 irs analyst on the BBC television program\, Context\; she is among the fo
 unders of +972 Magazine and has co-hosted several podcasts including the 
 Tel Aviv Review of Books and Election Overdose. She lives in Tel Aviv.

 rnalism and Political Science at the City University of New York. He is a
 lso an MSNBC Political Commentator\, Editor-at-Large of Jewish Currents\,
  a frequent contributor to The New York Times\, and a Non-Resident Fellow
  at the Foundation for Middle East Peace. He writes the Beinart Notebook 
 newsletter on Substack.Com.\n \nHis first book\, The Good Fight\, was pub
 lished by HarperCollins in 2006.  His second book\, The Icarus Syndrome\,
  was published by HarperCollins in 2010. His third\, The Crisis of Zionis
 m\, was published by Times Books in 2012.\n \nBeinart has written for the
  Wall Street Journal\, the Financial Times\, the Boston Globe\, the Atlan
 tic\, Newsweek\, Slate\, Reader's Digest\, Die Zeit\, Frankfurter Allgeme

  North Carolinians through their work at nonprofits focused on children a
 nd families\, education\, and the LGBTQ+ community. Panelists will talk a

 eir current positions and how to pursue non-profit policy jobs.\n\nNeil i
 s the Research Director for NC Child where he is passionate about using d
 ata and research to illustrate the experiences of North Carolina children

 unities for all children to succeed. Prior to NC Child\, Neil worked for 
 the Labor & Economic Analysis Division at the NC Department of Commerce a

 n\, as part of the Provost's Initiative on the Middle East\, and cosponso
 red by American Grand Strategy\, the Duke Center for Jewish Studies\, Jew
 ish Life at Duke\, and Students Supporting Israel.\n\nRobert Satloff is a
 n American historian on Arab and Islamic politics\, U.S.-Israel relations
 \, and the Middle East and is the Segal Executive Director of The Washing
 ton Institute\, a post he assumed in January 1993. In that capacity\, he 
 oversees all Institute operations and leads the organization's unparallel
 ed team of Middle East scholars\, experts and policy practitioners. He al
 so holds the Institute's Howard P. Berkowitz Chair in U.S. Middle East Po
 licy.\n\nAn expert on Arab and Islamic politics as well as U.S. Middle Ea
 st policy\, Dr. Satloff has written and spoken widely on the Arab-Israeli
  peace process\, the challenge of Political Islam\, and the need to revam
 p U.S. public diplomacy in the Middle East.\n\nDuring his time abroad\, D
 r. Satloff's personal research focused on unearthing stories of Arab "her
 oes" and "villains" of the Holocaust\, drawing on archives\, interviews\,
  and site visits in eleven countries on four continents. His discoveries\
 , which helped convince the German government to award compensation to Je
 wish survivors of labor camps in North Africa\, are the subject of his be
 stselling book\, Among the Righteous: Lost Stories of the Holocaust's Lon
 g Reach into Arab Lands (PublicAffairs\, 2006). In 2010\, PBS aired a one
 -hour documentary hosted by Dr. Satloff and produced with MacNeil-Lehrer 
 Productions\, based on Among the Righteous.\n\nThe author or editor of ni
 ne books and monographs\, Dr. Satloff's views on Middle East issues appea
 r frequently in major newspapers such as the New York Times\, Wall Street
  Journal\, Washington Post\, and Los Angeles Times. A frequent commentato
 r on major television network news programs\, talk shows\, and National P
 ublic Radio\, he has testified on numerous occasions to Senate and House

  together scholars to present and discuss empirical research on the econo
 mics of education.\n\nThis year's keynote speaker is Randall Reback\, pro
 fessor in the Barnard Economics Department and a faculty affiliate at Col
 umbia University's Population Research Center. The title of his keynote s
 peech is "Beyond Labels:  Helping Educators Address Each Child's Unique N
 eeds."\n\nReback's research focuses on the economics of education\, espec
 ially as it relates to elementary and secondary school policies. He has p
 ublished research articles concerning school accountability programs\, sc
 hool choice\, college guidebook ratings\, teacher labor markets\, school 
 finance\, and schools' mental health services.\n\nBefore arriving at Barn
 ard\, Reback was a fifth-grade public school teacher in California and a 
 predoctoral scholar at the University of Michigan's Population Studies Ce
 nter. He served as editor of  the highly-ranked journal\, Education Finan
 ce & Policy\, from 2019 to 2023. His research has been recognized by gran
 ts and awards from the Spencer Foundation\, the National Science Foundati
 on\, the Institute for Education Sciences\, the American Education Financ

 ews and the creator of Untangling 10to20\, a digital library of premium c
 ontent to support teens and those who care for them.\n\nDamour serves as 
 a senior advisor to the Schubert Center for Child Studies at Case Western
  Reserve University and has written numerous academic papers\, chapters\,
  and books related to education and child development. She maintains a cl
 inical practice and also speaks to schools\, professional organizations\,
  and corporate groups around the world on the topics of child and adolesc
 ent development\, family mental health\, and adult well-being. Damour als
 o works with industry leaders on topics related to adolescent mental heal
 th and was a consultant to Pixar on the film <i>Inside Out 2</i>.\n\nDamo
 ur graduated with honors from Yale University and worked for the Yale Chi
 ld Study Center before earning her doctorate in clinical psychology at th

  Raleigh-based grantmaker. Hood also serves on the board of the John Lock
 e Foundation\, the state policy think tank he helped found in 1989 and le
 d as its president for more than two decades.\n\nSince 1986\, Hood has wr
 itten a syndicated column on politics and public policy for North Carolin
 a newspapers. It currently appears regularly in the Winston-Salem Journal
 \, Greensboro News & Record\, Wilmington Star-News\, and newspapers in 50
  other communities. A frequent radio and television commentator\, Hood is
  the author of seven nonfiction books on such subjects as business\, adve
 rtising\, public policy\, and political history. His most-recent books ar
 e Mountain Folk (2021) and Forest Folk (2022)\, both historical-fantasy n
 ovels set in early America.\n\nA former Bradley Fellow at the Heritage Fo
 undation\, Hood teaches at Duke University's Sanford School of Public Pol
 icy. His articles have appeared in magazines such as Readers' Digest\, Th
 e New Republic\, National Review\, Military History\, and Reason as well 
 as newspapers such as The Wall Street Journal\, USA Today\, The Chicago T
 ribune\, and The Seattle Times. He also spent 25 years on statewide telev

 This Week."\n\nAt Locke\, Hood created the E.A. Morris Fellowship for Eme
 rging Leaders\, which prepares young North Carolinians for leadership rol
 es in the public and private sectors. He also serves on the faculty and a
 s board chair of the NC Institute of Political Leadership\; as co-chair o
 f the North Carolina Leadership Forum\, based at Duke University\; as vic
 e-chair of the James G. Martin Center for Academic Renewal\; and on the b
 oards of directors of the State Policy Network\, the Student Free Press A
 ssociation\, and the Carolina Liberty Foundation.\n\nHood received his BA
  in journalism from the University of North Carolina at Chapel Hill\, whe

 blic Policy (201 Science Drive\, Durham\, NC 27708).\n\nBio:\n\nMara Karl
 in\, PhD is a professor of practice at Johns Hopkins University-SAIS and 
 a visiting fellow at the Brookings Institution. She served in national se
 curity roles for six U.S. secretaries of defense\, advising on strategic 
 planning\, defense budgeting\, the future of conflict\, and regional affa
 irs involving the Middle East\, Europe\, and Asia. Most recently\, she se
 rved as assistant secretary of defense for strategy\, plans\, and capabil
 ities\, leading the development and implementation of the 2022 National D
 efense Strategy. She advised the secretary of defense on forces\, plans\,
  posture\, emerging capabilities\, and security cooperation. Previously\,
  she led DoD's relations with nearly 150 countries. Karlin was on the def
 ense policy team for the Biden-Harris transition. She is the author of tw
 o books on military history and defense policy and a recipient of the Sec
 retary of Defense Distinguished Public Service Medal\, the highest award 
 given to civilians by the Secretary of Defense.\n\nKarlin was recently fe

DESCRIPTION:The Rudnick lecture at the Duke Center for Jewish Studies is p
 leased to welcome Tamara Cofman Wittes.\n\nWittes became the fourth presi
 dent of NDI in 2024. Before joining the Institute\, she served as Directo
 r of Foreign Assistance in the U.S Department of State. Previously\, she 
 led the Russia sanctions effort for the State Department's sanctions coor
 dination office. Dr. Wittes also served in the State Department from 2009
  - 2012 as Deputy Assistant Secretary of State for Near Eastern Affairs\,
  coordinating U.S. policy on democracy and human rights in the Middle Eas
 t during the Arab uprisings. Dr. Wittes spent nearly twenty years as a fo
 reign policy scholar at the Brookings Institution\, including as director
  of its Center for Middle East Policy. Her analysis focused on U.S. forei
 gn policy in the Middle East\, political and economic change in the regio
 n\, and the Arab-Israel conflict. She is an adjunct professor at Georgeto
 wn University\, where she has taught courses in international relations\,
  Middle East policy\, and security studies. \n \nDr. Wittes was one of th
 e first recipients of the Rabin-Peres Peace Award\, established by Presid
 ent Bill Clinton in 1997. Dr. Wittes has published three books\, most rec
 ently Foreign Policy Careers for PhDs: A Practical Guide to a World of Po
 ssibilities (Georgetown University Press\, 2023). She holds a bachelor's 
 in Judaic and Near Eastern studies from Oberlin College\, and master's an
 d doctoral degrees in Government from Georgetown University.  She is a fo
 under of the Leadership Council for Women in National Security\, and serv
 ed on the board of the National Democratic Institute from 2014 - 2022. Sh
 e is also a member of the Council on Foreign Relations and Women in Inter
 national Security. A native of Michigan\, Dr. Wittes lives in Washington\
 , D.C.\, where she tends a robust pollinator garden.

  to seeing you all there.\n\nRand's Bio:\n\nDr. Dafna Hochman Rand curren
 tly serves as Deputy Assistant Secretary in the Bureau of Democracy\, Hum
 an Rights and Labor (DRL) where she is responsible for DRL's work on Near
  Eastern Affairs and on Security and Human Rights. She previously served 
 as the Deputy Director of Studies and the inaugural Leon E. Panetta Fello
 w at the Center for a New American Security. Prior to joining CNAS\, Dr. 
 Rand served on the staff of the National Security Council and covered the
  Middle East and North Africa for Secretary Hillary Clinton's Policy Plan
 ning Staff. Earlier in her career\, she served as a professional staff me
 mber on the Senate Select Committee on Intelligence and as Senator Frank 
 R. Lautenberg's foreign affairs and defense legislative assistant.\n\nDr.
  Rand's academic work has focused on domestic political developments and 
 international security in the Middle East and North Africa\, including Ro
 ots of the Arab Spring: Contested Authority and Political Change in the M
 iddle East (University of Pennsylvania Press\, 2013). She received her Ph
 .D. and M.A. in political science from Columbia University\, where she re
 ceived the University's highest award for excellence in teaching. Dr. Ran
 d received her A.B. from Harvard University.

DESCRIPTION:Please join the Rethinking Diplomacy Program's Ocean Diplomacy
  Working Group (ODWG) and Space Diplomacy Lab (SDL) for a conversation ab
 out treaties and governance in extreme environments - from the Antarctic 
 to the Moon - and beyond with Evan T. Bloom\, polar expert\, lawyer\, and
  former senior diplomat. \n\nThe discussion will center on challenges in 
 Antarctica and outer space governance\, the U.S. role\, and geopolitical 
 and geo-economic concerns\, with a special focus on the Antarctic and Out
 er Space Treaties\, the US-lead Artemis Accords (which seek to create rul
 es and norms for scientific and commercial activities on the Moon)\, and 
 the strengths and limitations of diplomacy in extraterritorial areas.\n\n
 We will discuss the benefits and drawbacks of consensus-based decision ma
 king in treaties\, how geopolitics influences Antarctic conservation\, Ma
 rine Protected Areas (MPAs)\, the Antarctic Treaty's commercial mining ba
 n\, and how diplomacy in Antarctica might be instructive for diplomats wo
 rking on issues related to the rapid commercialization of space and poten
 tial resource extraction activities on the moon and other celestial bodie
 s.\n\nEvan T. Bloom served at the U.S. Department of State from 1991 to 2
 020 where\, among other roles\, he served as Acting Deputy Assistant Secr
 etary of State for Oceans and Fisheries and Director of the Office of Oce
 an and Polar Affairs and was a member of the federal Senior Executive Ser
 vice.  Among his many accomplishments\, Mr. Bloom helped establish the Ar
 ctic Council\, supervising U.S. representation in the Council from 2006 t
 o 2020\, and led the U.S. delegation to high seas treaty negotiations (bi
 odiversity beyond national jurisdiction) at the UN from 2016-2020.  \n\nA
 s a member of the Office of the Legal Adviser\, Bloom was the State Depar
 tment's space law adviser from 1996-2002\, during which he participated\,
  inter alia\, in the negotiation of the multilateral treaty concerning op
 eration of the International Space Station.\n\nBloom is currently a globa
 l fellow at the Wilson Center's Polar Institute in Washington\, DC\, seni
 or advisor to the Centre for the Ocean and the Arctic\, Marine Protected 
 Area Advisor to the Antarctic and Southern Ocean Coalition\, and Polar Go
 vernance Chair at the Ted Stevens Center for Arctic Security Studies. He 
 is co-editor of the Elgar Concise Encyclopedia of Polar Law (forthcoming 
 2025). Mr. Bloom is a Member of the Council on Foreign Relations and a Fe
 llow of the Explorers Club.

DESCRIPTION:From 2016 to 2021\, Burma embarked upon a program of dramatic 
 economic reform that aimed to turn around the country's poverty and isola
 tion\, and to lay the foundations of a democratic and peaceful state. Not
 withstanding the obstacles\, progress was made on these fronts until all 
 was brought down in February 2021\, when Burma's military once again took
  power in a coup. Burma's reformers were arrested and imprisoned (includi
 ng the speaker)\, while the country descended into chaos and war. Burma's
  economy followed the downward trajectory as hard-won reforms were revers
 ed. Today Burma is once more the poor outlier in a region characterised b
 y rapid growth and great prospects. Yet\, the courage of the Burmese peop
 le in resisting military rule has been both inspirational and successful.
  The ruling junta's days seem numbered\, and with this hope remains.\n\nT
 his presentation will explore Burma's efforts at economic reform\, the re
 sistance these inspired\, and the events surrounding the coup and its aft
 ermath. It will conclude with some thoughts of how change might come to B
 urma\, and how the rest of the world can help bring it about.\n\nSean Tur
 nell has been a senior analyst at the Reserve Bank of Australia\, a Profe
 ssor of Economics at Macquarie University\, a consultant to a range of in
 ternational institutions (including the IMF and World Bank)\, and is curr
 ently a Senior Fellow at the Lowy Institute in Sydney. From 2016 to 2021 
 he served as economic adviser to Myanmar's democratic government. Followi
 ng the military coup that took place in Myanmar in February 2021\, Sean w
 as imprisoned alongside Myanmar's democratic leadership. After 650 days o
 f incarceration and severe ill-treatment\, he was finally released in Nov
 ember 2022. Sean has written extensively on macroeconomic policymaking\, 
 economic reform\, and the role of financial institutions in economic deve
 lopment\, with a special focus on Australia\, Myanmar\, and the Indo-Paci
 fic. His book on Myanmar's monetary and financial history\, "Fiery Dragon
 s\," was published in 2009. In 2023 Penguin published Sean's book on his 
 experience of being a captive in Myanmar\, An "Unlikely Prisoner." His ne
 w book on economic reform in Myanmar\, "The Best Laid Plans\," has also j
 ust been published by Penguin/Lowy Institute.
