 angemakers written by someone with a passion for the power of education w
 ho has 20 years of experience working in international development organi
 zations\, "Let's Change the World" combines insider tips\, best practices
  and targeted advice\, offering a blueprint for all of us determined to b
 e a force for good. \n\nVegas is a professor of practice at the Harvard G
 raduate School of Education (HGSE). Her research and practice focus on im
 proving educational opportunities in developing countries. She earned a D
 octor of Education from HGSE\, a Master of Public Policy from Duke Univer
 sity\, and a bachelor's degree in communications from the Andrés Bello Ca
 tholic University in Caracas\, Venezuela.\n\nBefore returning to HGSE in 
 2022\, she co-directed the Center for Universal Education at Brookings af
 ter serving for seven years as Chief of the Education Division at the Int
 er-American Development Bank\, where she oversaw the Bank's lending opera
 tions and technical assistance projects throughout Latin America and Cari
 bbean countries. Before joining the IADB\, she spent over 10 years at The
  World Bank\, where she led research and operations focused on education 
 systems in various low- and middle-income countries.

 political scientist and an experienced lecturer and researcher in politic
 s and international relations. Currently\, he is a senior lecturer (Polit
 ics\, Social Change and International Relations) in the College of Arts a
 nd Sciences at VinUniversity\, Hanoi\, Vietnam. From 2024-2025\, he is a 
 Fulbright Visiting Scholar in the School of International Service\, the A
 merican University.\n\nBefore joining VinUniversity\, Dr. Nguyen held dif
 ferent positions in Vietnam and Australia as a senior lecturer\, internat
 ional development manager/specialist\, honorary research fellow\, and adj
 unct/visiting senior lecturer at Hanoi University\, Thai Nguyen Universit
 y\, James Cook University\, the University of Queensland\, Queensland Uni
 versity of Technology\, and the University of Sunshine Coast.\n\nHe has p
 ublished widely on politics and international relations in Southeast Asia
 \, Asia\, and the Indo-Pacific. He often appears in peer-reviewed academi
 c and international forums and outlets such as East Asia Forum\, the Dipl
 omat\, the Strategist and others\, offering his insights on Vietnam's pol
 itics and foreign relations\, regional politics and international relatio
 ns.\n\nDr. Nguyen currently holds the following positions: Adjunct Associ
 ate Professor\, Centre for International Development\, Social Entrepreneu
 rship and Leadership\, the University of Sunshine Coast\; Adjunct Senior 
 Lecturer\, School of Social Justice\, Faculty of Creative Industries\, Ed
 ucation and Social Justice\, Queensland University of Technology\; Visiti
 ng Research Fellow\, Australia-Vietnam Policy Institute. He is also a mem
 ber of several editorial boards of Vietnamese and international journals.
 \n\nIn 2013\, Dr. Nguyen received an Honorary Doctorate Degree from Thai

 cholas Institute and UPEP Environmental Institutions Seminar Series prese
 ntation. Our speaker will be Jennifer N. Brass\, Ph.D.\, associate profes
 sor at the Paul H. O'Neill School of Public and Environmental Affairs at 
 Indiana University Bloomington. No registration required.\n\nAccess to el
 ectricity in Kenya has increased rapidly in the last decade. Just ten yea
 rs ago\, less than 50% of the population had access to electricity\; by 2
 023\, nearly 80% of the population had access\, and the state has an ambi
 tious goal of increasing access to 100% by 2030\, using renewable energy 
 sources.\n\nThe social and political outcomes of this rapid change are no
 t well understood. In particular\, it is unclear how increasing access to
  electricity affects political participation.\n\nIn most of the world\, c
 itizens with reliable power can choose how they engage with the state. El
 ectricity enables people to socialize independently and to make claims on
  authorities through communication technologies from the comfort of their
  homes. But in parts of the world where access to electricity is scarce y
 et expanding quickly\, what happens in the near term after people gain ac
 cess? As more people obtain electricity and enabling technologies such as
  smartphones\, can we observe measurable shifts in participation? Do thes
 e patterns vary based on levels of electricity or the quality of access?\
 n\nIn this seminar\, Brass-a leading scholar of service\, provision\, gov
 ernance\, and state development in sub-Saharan Africa-will examine these 
 questions using original survey and focus group discussion data from Keny
 a.\n\nBrass is the author of Allies or Adversaries? NGOs and the State in
  Africa (Cambridge University Press\; winner of the 2018 ARNOVA Outstandi
 ng Book Award)\, which explores how nongovernmental organizations influen
 ce state-society relations and development in Kenya. Her ongoing research
  investigates the politics and governance of renewable and small‑scale el
 ectricity provision across Africa\, making her particularly well‑position
 ed to speak to the intersection of energy access\, governance\, and citiz
 en participation.\n\nPart of the UPEP Environmental Institutions Seminar 
 Series\, organized by the Nicholas Institute and the University Program i
 n Environmental Policy (UPEP)\, a doctoral degree program jointly offered
  by the Nicholas School of the Environment and Sanford School of Public P
