.\n\nNew room: Sanford 201\n\nChina's touts its Belt and Road Initiative
(BRI) as the largest international infrastructure project in human histor
y. Drawing comparisons to post-WWII reconstruction in Europe\, the BRI se
eks to connect China to countries near and far over land and sea and is b
ecoming a signature foreign policy enterprise for Chinese President Xi Ji
nping. Understanding this modern initiative requires considering China's
historical\, cultural\, and economic place in its traditional neighborhoo
d and beyond.\n\nThis session will contextualize the BRI as a revitalizat
ion of China's longstanding efforts to shape its role regionally and glob
ally. It will show the ways in which the BRI seeks to extend China's cult
ural influence and soft power\, and demonstrate how the BRI reveals China
's growing influence within the global economy. Finally\, the session wil
l explore the BRI from the outside in\, offering questions about its soci

DESCRIPTION:A rapidly growing body of data indicates that the origins of d
epression are developmental in nature and identifiable as early as the pr
eschool period. In this talk\, Michael Gaffrey\, assistant professor in t
he Department of Psychology & Neuroscience at Duke University\, will disc
uss the presentation and developmental course of preschool depression\, h
ighlight novel neuroimaging findings informing the neurobiological correl
ates of early risk for depression in young children\, and discuss recent
work investigating early intervention for preschoolers with depression.\n
\nGaffrey is an assistant professor at Duke University in the Department
of Psychology & Neuroscience. He is also director of Duke's Early Experie
nce and the Developing Brain lab.\n\nGaffrey is firmly committed to study
ing\, treating\, and advocating for the health and well-being of vulnerab
le infants and young children. To this end\, his research endeavors inclu
de the use of behavioral and neuroimaging methodologies to better underst
and biological pathways underlying risk and resilience to early life stre
ss and related environmental challenges. He is actively involved in using
the tools of developmental neuroscience to better understand how prevent
ive intervention programs targeting infants at risk for negative socioemo
tional outcomes\, including depression and autism spectrum disorder\, can
be used more effectively. Through the integration of clinical practice a
nd innovative research\, he hopes to reduce the impact of risk factors th
at contribute to unfavorable health outcomes for vulnerable infants and f
amilies. \n\nGaffrey believes we can better foster healthy environments f
or growing children and ensure the well-being of all infants and families
by bringing objective research and practice-based knowledge to policy an
d public arenas.\n\nHe received his Ph.D. in clinical psychology from the
University of Wisconsin\, Milwaukee\, and completed a postdoctoral fello
wship in developmental clinical and affective neuroscience at the Washing
ton University School of Medicine.\n\nThe Early Childhood Initiative seek
s to bring together scholars to address early childhood challenges and pr
oduce world-class scholarship that will help maximize the potential of al
l children during their early years.

DESCRIPTION:Rebecca Feinglos will join us to talk about opportunities to w
ork in child and family policy within state and local governments\, as we
ll as other career adventures including being an elementary school teache
r and her current year-long grief sabbatical (see www.grieveleave.com).\n
\nPreviously\, Feinglos served as the chief policy and strategy advisor f
or the Division of Child Development and Early Education in the North Car
olina Department of Health and Human Services. While at NCDHHS\, she advi
sed the Secretary's Office on early childhood health\, child welfare\, an
d early learning\, coordinated the statewide COVID-19 response for pre-K
through grade 12 schools\, and led the strategy team in North Carolina's
Division of Child Development and Early Education to utilize $1.2 billion
in federal COVID-19 relief funds for early childhood.\n\nPrior to joinin
g NCDHHS\, Feinglos served as the early childhood policy associate for th
e Chicago mayor's office\, where she coordinated citywide outreach effort
s to encourage preschool enrollment\, and worked across city agencies to
advance the mayor's early education priorities. She also brings experienc
e as an instructional coach for preschool\, elementary\, and middle schoo
l teachers in Dallas-Fort Worth\, Texas. She started her professional car
eer in service as a bilingual kindergarten teacher in Fort Worth\, Texas.
\n\nAlong the way she also founded The Mother's Day Project\, a nonprofit
focused on supporting new mothers with infants in intensive care.\n\nFei
nglos is originally from Durham and is a graduate of Duke University with
a BA in Spanish\, history\, and political science. She graduated from th
e University of Chicago with a master's degree in public policy and a cer
tificate in municipal finance.\n\nThis speaker series is for Duke student

DESCRIPTION:This week we will talk about what advocacy work looks like wit
h Morgan Forrester Ray\, director of the EarlyWell Initiative at NC Child
\, and Morgan Wittman Gramann\, executive director at North Carolina Alli
ance for Health. They work to improve the health and well-being of childr
en and families in North Carolina through advocating for early childhood
mental health and policies that reduce health disparities\, prevent chron
ic disease\, and promote health\, respectively. \n\nAs the director of N
C Child's EarlyWell Initiative\, Morgan Forrester Ray works to build a ro
bust\, evidence-based\, and accessible early childhood mental health syst
em in North Carolina. Prior to her work at NC Child\, Ray worked at NCCAR
E360\, the N.C. Department of Health and Human Services\, the N.C. Partne
rship for Children\, and as a case manager/service coordinator for Early
Intervention Services. She earned a master's degree in social work from t
he University of North Carolina at Chapel Hill and a BA in social work fr
om the University of Louisville and recently completed a fellowship with
Zero to Three. \n\nMorgan Wittman Gramann leads the North Carolina Allia
nce for Health\, which convenes\, mobilizes\, supports and empowers partn
ers to advance equitable policies that reduce health disparities\, preven
t chronic disease\, and promote health. In addition to her role as execut
ive director\, she also serves as one of NCAH's registered lobbyists. Pas
sionate about healthy equity and policy change\, Gramann has been an advo
cate for public health since 2006\, when she began advocating for commerc
ial tobacco use prevention and cessation policies. She earned her JD from
the University of North Carolina at Chapel Hill School of Law and her BA
in anthropology from American University in Washington\, DC. She is an a
ctive member of the North Carolina State Bar.\n\nThis speaker series is f

DESCRIPTION:Calvin Allen\, Trinity '92\, Vice President of Programs and Pa
rtnerships at MDC\, and Cate Elander\, Durham County Early Childhood Coor
dinator\, will join us to talk about their careers in community developme
nt. They have focused on economic development and strategies for breaking
intergenerational poverty. We will hear how they got started\, the twist
s and turns their careers have taken\, and what they enjoy most about the
work they do. \n\nAs Vice President of Programs and Partnerships at MDC\
, Allen and his team work to identify\, strengthen\, and network rural N.
C. leaders toward healthier and more thriving communities. In this role\,
he also works to connect leaders across rural county lines on specific i
ssues\, advance employment equity in rural N.C.\, investigate barriers to
EITC uptake\, and improve health access for the most vulnerable North Ca
rolinians. Prior to Rural Forward\, Allen worked at the Golden LEAF Found
ation\, the National Community Forestry Service Center\, the Southern Rur
al Development Initiative\, Public Allies North Carolina and the Dispute
Settlement Center. He holds a B.A. in English/literature and a certificat
e in nonprofit management\, both from Duke University. \n\nIn her current
role\, Cate Elander works to improve coordination and alignment between
County and community partners to strengthen Durham's early childhood syst
ems. Prior to this role\, Elander worked at MDC\, an organization focused
on fostering equity and opportunity in communities throughout the South\
, and at the Durham Children's Initiative. She also has experience workin
g as a community organizer in Durham\, Delaware\, and Queens and had a st
int as the founder of an organization promoting socially-responsible volu
nteer tourism. Elander holds a B.A. in American studies and creative writ
ing from the University of North Carolina at Chapel Hill\, and a master's
degree in urban affairs and public policy with a focus in community deve

DESCRIPTION:Derek Rhodes\, PPS '15\, founder and executive director of Dur
ham Success Summit\, will join us to discuss why he quit corporate Americ
a\, after leadership positions at Google\, Microsoft\, and the Miami Heat
\, to start his own nonprofit. In his own words\, "I wanted to improve th
e lives of local\, young\, black men. Men just like me. Thus\, the Durham
Success Summit was born." We are going to hear what drove Rhodes to purs
ue a different path than the one he had set out on\, the values that have
guided him\, and how he is building a career based on moral purpose. \n
\nAs the founder and executive director of Durham Success Summit\, Derek
works to "increase access to business education\, mentorship\, and profes
sional networking opportunities for young Black men between 16 and 24 yea
rs old in Durham." The organization hosts both a business incubator progr
am\, which provides entrepreneurial training\, mentorship\, and seed fund
ing to aspiring full-time entrepreneurs with an idea\, and a 12-week acce
lerator program\, which builds practical networking skills and provides s

rior to founding Durham Success Summit\, in addition to corporate experie
nce\, Rhodes worked at The Obama Foundation and interned at The White Hou

shan University graduates ten-month fellowships with organizations that a
re facing complex social\, political and humanitarian problems. This caps
tone experience helps fellows develop their own vision for ethical leader
ship as they move into professional life. Since its inception in 1995\, 1
10 Hart Fellows have served community partner organizations in 41 countri
es across six continents.\n\nHart Fellows engage in research service-lear
ning (RSL): they produce community-based research projects of tangible be

DESCRIPTION:Since February 24\, 2022\, Ukrainians have endured a multitude
of horrors\, including war crimes\, violence\, and mental trauma\, with
civilians facing constant shelling and displacement as refugees. Psycholo
gists treating the complex post-traumatic effects face a unique challenge
due to the unprecedented nature of the war trauma. However\, despite the
significant symptoms of acute stress\, Ukrainians exhibit remarkable res
ilience in coping with the trauma. Dr. Prokhovnik-Raphique will explore t
hese coping mechanisms and discuss ways in which volunteers and supporter
s can aid in the recovery process.\n\nDr. Alla Prokhovnik-Raphique is a c
linical psychologist specializing in the treatment of trauma and addictiv
e disorders in her private practice\, Nurturing Roots Psychology. She hol
ds a voluntary faculty appointment at Icahn Medical School at Mount Sinai
where she supervises psychology interns on their rotations at the Addict
ion Institute\, as well as conducts forensic evaluations for individuals
seeking asylum through the Mount Sinai Human Rights Clinic. In addition t
o her clinical work\, Dr. Prokhovnik-Raphique serves as the COO for Ukrai
ne NGO Coordination Network (UNCN)\, a network of non-profit organization
s providing all forms of humanitarian aid to Ukraine.\n\nThis event is as
sociated with the three-day event "Ukraine at War: Life in a Time of Fear
and Hope" on March 27-29\, hosted by the Kenan Institute for Ethics. Dr.
Alla Prokhovnik-Raphique will also be speaking on a roundtable on March
