DESCRIPTION:Young children and families in the U.S. and around the world a
re living in a fast-changing world. The "new ecology" or contemporary con
text for the developing child includes: the persistence of inequalities\,
the demand for quality childcare\, the growing impact of a changing clim
ate\, increasing conflict\, the influence of technology\, and the need fo
r increased social connections\, among other trends. The early childhood
field plays a pivotal role in supporting families during these challengin
g times. The hope lies in new ways of supporting the nurturance of childr
 en\, multigenerational strategies\, cross-sector collaboration at every l
evel\, and remaining open to innovation within a framework of long-standi
ng principles of child development.\n\nJoan Lombardi\, Ph.D.\, is a longs
tanding champion for young children\, families\, and those who care for t
hem. Dr. Lombardi is the director of the Early Opportunities Initiative a
nd adjunct professor and senior advisor at the Stanford University Center
for Early Childhood\, Graduate School of Education.\n\nOver the past 50
years\, she has made significant contributions in the areas of child and
family policy as an innovative leader and policy advisor to national and
international organizations and foundations and as a public servant.\n\nL
ombardi served as the first deputy assistant secretary for Early Childhoo
d during the Obama Administration and the first director of the Child Car
e Bureau during the Clinton Administration. In addition\, she was the fou
nding chair of the Birth to Five Policy Alliance (now the Alliance for Ea
rly Success).\n\nLombardi is the author of Time to Care: Redesigning Chil
d Care to Promote Education\, Support Families and Build Communities and
co-editor of Beacon of Hope: The Promise of Early Head Start for America'
s Youngest Children.\n\nThe Sulzburger Distinguished Lecture Series is ma

DESCRIPTION:This presentation provides an overview of how economists think
about early childhood care and education (ECE) interventions\, including
a synthesis of rigorous evidence on program effectiveness at improving c
hildren's and families' outcomes. The robust research base on Head Start\
, the federally funded preschool program for children from low-income hou
seholds\, serves as a foundation. The talk focuses on how to use the evid
ence on ECE program effects to inform policy and practice - how to build
on what we know to move beyond the debate\, "Does preschool work?" to a b
roader understanding of what works\, for whom\, in what settings\, and at
scale.\n\nChloe Gibbs studies how public investments in education\, part
icularly in early life\, translate into outcomes for children\, their fam
ilies\, communities\, and education systems. She is currently a senior ec
onomist at the W.E. Upjohn Institute for Employment Research and a facult
y affiliate of the University of Notre Dame's Institute for Educational I
nitiatives where she directs the Early Childhood Policy Lab. From 2022-20
23\, Gibbs served at the White House as a senior economist with the Presi
dent's Council of Economic Advisers\, focusing on child and family policy
. In that capacity\, she conducted analyses on child care access and affo
 rdability\, work-family policies\, and women's employment. She holds a Ph
.D. from the University of Chicago's Harris School of Public Policy. Her
work has been cited in the Economic Report of the President and by Nation
 al Public Radio\, Newsweek\, TIME\, U.S. News\, The Washington Post\, and
  The Wall Street Journal.

DESCRIPTION:The Hart Leadership Program challenges students to practice th
e art of leadership in public life. Applications are now open for several
experiential learning programs that aim to shape Duke undergraduates for
reflective\, ethical leadership. Our core programs involve training both
inside and outside the classroom through experiential education\, pedago
 gical preparation\, reflective practice\, a strong community of peers\, a
nd an aspiration to public purpose. \n\nThe Laidlaw Scholars Research and
Leadership Program is a 24-month leadership development sequence open to
1st and 2nd year students of any major. It equips Duke undergraduates wi
th the skills\, knowledge\, and experience needed to drive meaningful cha
nge within their communities and beyond. Laidlaw Scholars take a spring s
emester gateway course (PUBPOL 290: Community-Engaged Research Leadership
for Social Change)\, embark on two funded summer experiences in research
and leadership\, and participate in cohort-based leadership development
activities including a yearlong colloquium and overnight retreats. Schola
rs also gain access to the global Laidlaw Scholars Network\, connecting w
ith students and faculty from 19 top universities around the world. \n\nA
pplications are now open and a Laidlaw Scholars information session will
be held on Thursday\, September 11 at 5:30 PM in GADU. A second Laidlaw S
cholars information session will be held Wednesday\, September 24 at 5:30
  PM in Sanford 223.

DESCRIPTION:This presentation highlights research led by Dr. Theresa S. Be
tancourt\, Director of the Research Program on Children and Adversity and
Salem Professor in Global Practice at the Boston College School of Socia
l Work. Drawing on over two decades of longitudinal research\, Dr. Betanc
ourt examines the mental health trajectories of war-affected children and
families\, with a particular focus on Sierra Leone. Her work explores th
e intergenerational impacts of trauma\, the roles of stigma\, community a
cceptance\, and family support\, and the social and biological mechanisms
driving resilience and risk. These findings have informed the developmen
t and scale-up of evidence-based interventions-such as the Youth Readines
s Intervention (YRI)-that integrate mental health support with education\
, employment\, and social protection systems.\n\nDr. Betancourt will also
share insights from her new book\, Shadows into Light: A Generation of F
ormer Child Soldiers Comes of Age (Harvard University Press\, 2025)\, whi
ch draws on this landmark twenty-plus-year study to tell the story of hea
ling and resilience among former child soldiers in Sierra Leone. Through
vivid personal narratives and rigorous data\, the book reveals that\, far
from being a lost generation\, these young people were profoundly shaped
by the support-or lack thereof-from their families and communities. The
book offers a powerful argument for rethinking children's risk and resili
ence as outcomes of the post-trauma environment\, with broad implications
for global mental health\, child protection\, and reintegration policy

DESCRIPTION:This lecture examines the transformative role of research evid
ence in shaping more effective and equitable public policy across the int
erconnected areas of child welfare\, youth homelessness\, children's ment
al health\, and juvenile justice. Drawing on decades of leadership experi
ence at the federal\, state\, and local levels\, Samuels brings a unique
mix of personal dedication and professional insight to the most urgent ch
allenges facing children\, youth\, and families in America. With a deep u
nderstanding of poverty\, violence\, trauma\, and adverse childhood exper
iences (ACEs)\, Samuels shows how aligning research\, policy\, and practi
ce can lead to better outcomes and more responsive public systems.\n\nThr
ough real-world examples and a practical management approach\, Samuels em
phasizes the importance of integrating operations\, programs\, and fundin
g streams to create strategic alignment. He demonstrates how evidence-bas
 ed knowledge\, along with frontline wisdom\, cross-sector collaboration\,
and a strong focus on racial equity\, can drive meaningful reform. The l
ecture also emphasizes the importance of authentic staff involvement and
leadership practices that foster excellence and innovation.\n\nDuke Unive
rsity\, where Samuels attended the Sanford School of Public Policy\, play
ed a key role in shaping his leadership philosophy and strategic approach
to transforming public agencies. Recognized nationally for his efforts t
o advance racial equity and systems change\, Samuels offers a compelling
vision for using research evidence not just to inform but to lead public
policy that enhances the lives of vulnerable youth and families.

DESCRIPTION:Join a fireside chat featuring Thai political leader Pita Limj
aroenrat and Edmund Malesky\, professor of political science at Duke. \n\
nHow can Thailand address pressing challenges stemming from socio-economi
 c inequality\, an aging population\, domestic political instability\, reg

\n\n---About the speaker---\nPita Limjaroenrat formerly led the Move Forw
ard Party (MFP) in Thailand's May 2023 general elections\, where his soci
al democratic platform won the most votes and seats in the Parliament. De
spite this mandate\, his attempts to form a government were blocked by in
stitutional mechanisms\, and the Constitutional Court dissolved the MFP o
n August 7. He was barred from running for elected office for 10 years. P
ita's policy focus centers on addressing grassroots issues\, welfare impr

or Research Fellow at the Rajawali Foundation Institute for Asia\, Harvar
d Kennedy School. He holds a joint MPA-MBA from Harvard Kennedy School an
d MIT Sloan and has been named on the TIME 100 Next List. Today\, Pita co

ty\, including party leader Natthaphong Ruengpanyawut.\n\n---About the ho
st---\nEdmund (Eddy) Malesky is a professor of political economy at Duke
and director of the Duke Center for International Development (DCID). A l
eading voice in international and comparative political economy\, Malesky
has produced groundbreaking research on governance\, markets\, and insti
tutional reform in developing and authoritarian regimes\, with a particul
ar emphasis on Southeast Asia.\n\nMalesky's scholarship centers on critic
al questions in foreign direct investment (FDI)\, investment incentives\,
  authoritarian institutions\, transparency\, and anti-corruption. He has
been at the forefront of developing practical tools that translate academ
ic insights into measurable governance improvements. Most notably\, he pi
oneered the Vietnam Provincial Competitiveness Index (PCI)\, which has be
come a widely adopted model for assessing subnational economic governance
from the perspective of private firms.

DESCRIPTION:Over the past several decades\, impressive gains have been mad
e in developing poverty alleviation programs of a wide variety\, from Mex
ican cash transfers and Indian employment opportunities to subsidized Tha
i hospital fees and Brazilian affirmative action. Many of these programs
have stalled before making significant inroads in the income distribution
\, and some have eroded. Understanding the dynamics of pro-poor policymak
 ing-behavior of poverty-alleviation program officials\, the poor\, and no
n-poor-is crucial for devising ways to strengthen the programs.\n\nWillia
m Ascher is the Donald C. McKenna Professor at Claremont McKenna College.
He previously was the founding director of the Duke Center for Internati
onal Development. He studies economic development and public policy in de
veloping countries\, natural resource and environmental policy\, strategi
c planning and decision making\, political psychology\, and international
policymaking processes. Most of his applied research focuses on Latin Am
erica\, Southeast Asia\, and South Asia.

DESCRIPTION:Join the What is The Cosmos? Constellation and the Duke SPACE
Initiative for a panel discussion of Becoming Martian: How Living in Spac
e Will Change our Bodies and Our Bodies and Minds\, with the author\, Dr.
Scott Solomon\, from Rice University. \n\nHow living in space will affec
t future generations-and what the potential unintended consequences of sp
ace settlements are.\n\nWe are on the cusp of a golden age of space trave
l in which\, for the first time\, it will be possible for large numbers o
f people to venture into space. Some intend to stay. But what happens-and
will happen-to us in the extreme conditions of space? What should space
tourists expect to happen to them during a journey to an orbiting space s
tation\, the Moon\, or Mars? What would happen to children born on anothe
r planet? Would they evolve into a new species? In Becoming Martian\, Sco
tt Solomon explores the many ways in which humanity's migration into spac
e will change our bodies and our minds.\n\nThis book focuses on the lates
t science\, taking readers to the front lines of research. We hear from a
stronauts\, including Scott Kelly who writes the foreword\, and we join a
team of scientists guiding a rover across the surface of Mars. We visit
a high-security lab where engineers are simulating space radiation to mea
sure its effects on the body. We travel to isolated islands where field b
iologists are gleaning insights into evolutionary processes applicable to
people isolated on faraway planets. We meet synthetic biologists develop
ing gene-editing tools to equip future humans to thrive in alien environm
ents. We watch a rocket designed to carry humanity to Mars make its first
successful launch. And then we ask\, knowing what we know: Should we go?
\n\nThe panel will be moderated by Executive Vice Provost\, Mohamed Noor\
n\nPanelists:\nDawn Bowles\, Assistant Professor in Surgery\, Duke Univer
sity School of Medicine\nTim Hammond\, Professor Emeritus of Medicine\, D
uke University School of Medicine\nSiobhan Oca\, Assistant Professor of t
