DESCRIPTION:Event to be held in Sanford 223. For more information about th
 e program\, visit: https://hart.sanford.duke.edu/programs/hfp/\n\nThe Har
t Fellows Program (HFP) offers recent Duke graduates ten-month fellowship
s with organizations abroad that are facing complex social\, political an
d humanitarian problems. This capstone experience helps fellows develop t
heir own vision for ethical leadership as they move into professional lif
 e. Since its inception in 1995\, 97 Hart Fellows have served community pa
rtner organizations in 40 countries across six continents.\n\nHart Fellow
s engage in research service-learning (RSL): they produce community-based
research projects of tangible benefit to the organizations they serve\,
while engaging in structured\, critical reflection about their work. Fell
ows are paired with experienced mentors within their host organizations\,
and gain direct experience working on global issues such as forced migra
tion\, HIV/AIDS\, and youth-focused poverty alleviation. Fellows help to
build organizational capacity\, write grants and document programs.

DESCRIPTION:Join the Hart Leadership Program and members of the Durham Cit
y-County Committee on Confederate Monuments and Memorials for a discussio
n about how communities can handle the challenges posed by remembering th
e Civil War and white supremacy. How can individuals and groups exercise
leadership in situations so divisive?\n\nIn the wake of the toppling of D
urham's Confederate monument in 2017\, local leaders set up the commissio
n to make recommendations about the remains of the statue and other Confe
derate markers around Durham. Chaired by Robin Kirk\, faculty co-chair of
the Duke Human Rights Center\, and Charmaine McKissick-Melton\, associat
e professor of mass communications at North Carolina Central University\,
the committee worked over the course of a year to engage the Durham comm
unity in a dialogue about the future of the monument. The committee also
included Deondra Rose\, assistant professor of public policy in the Sanfo
rd School. \n\nTheir completed report\, submitted to the City Council and
County Commission earlier this year\, is available here: https://bit.ly/
 2T1MJaJ\n\nFood will be provided.

DESCRIPTION:Professor Tana Johnson will welcome co-author Jim Lindsay for
a discussion on his newest book - The Empty Throne is an inside portrait
of the greatest lurch in US foreign policy since the decision to retreat
back into Fortress America after World War I. The whipsawing of US polic
y has upended all that America's postwar leadership created-strong securi
ty alliances\, free and open markets\, an unquestioned commitment to demo
cracy and human rights. Impulsive\, theatrical\, ill-informed\, backward-
looking\, bullying\, and reckless are the qualities that the American pre
sident brings to the table\, when he shows up at all. The world has had t
o absorb the spectacle of an America unmaking the world it made\, and the
consequences will be with us for years to come.\n\nCopies of the book wi
ll be available for purchase before and after the lecture.

DESCRIPTION:The U.S. has a fragmented and inadequate set of services for e
arly care and education\, and most children do not receive high-quality e
arly learning opportunities. Good quality childcare and preschool are sca
rce and prohibitively expensive for many middle class and most disadvanta
ged families\, so primarily more affluent families receive their benefits
. Rather than offering piecemeal policy solutions\, the cradle to kinderg
arten strategy would consist of paid parental leave\, a guarantee of chil
dcare assistance for working parents\, universal early education starting
at age 3\, and a reimagined Head Start focused on health and education i
nterventions for children under age 3 in areas of concentrated poverty.\n
\nAjay Chaudry is a research scholar at New York University's Robert F. W
agner Graduate School of Public Service. He served as the Deputy Assistan
t Secretary for Human Services Policy at the U.S. Department of Health an
d Human Services in the administration of President Barack Obama\, and as
the Deputy Commissioner for Early Childhood Development at the NYC Admin
istration for Children's Services (2004-06). He has also been a senior fe
llow and director of the Center on Labor\, Human Services\, and Populatio
n at the Urban Institute. He is the author of "Putting Children First: Ho
w low-wage working mothers manage child care" and co-author of "Cradle to
Kindergarten: A new plan to combat inequality." He received his A.B. fro
 m Columbia University\, and M.P.P. and Ph.D. from Harvard.

DESCRIPTION:One in four children in the U.S. live with at least one immigr
ant parent. Their development and well-being are at considerable risk fro
m harmful federal policy changes and the pervasive climate of fear these
have engendered. There is robust evidence that suggests public safety-net
  benefit programs-including Supplemental Nutrition Assistance Program\, M
edicaid and the Children's Health Insurance Program-have substantial posi
tive impacts on youth development.\nIn this presentation\, Ajay Chaudry w
ill give an overview of the impacts of 1) the pre-existing policies on pr
ogram benefit and 2) the enforcement climate and tightening restrictions
on legal immigrants' access to public benefits on children and youth deve
lopment. He will also discuss some of the policy responses states have ad
opted to potentially mitigate these adverse impacts.\nChaudry is a resear
ch scholar at NYU's Robert F. Wagner School of Public Service. He is auth
or of "Cradle to Kindergarten: A New Plan to Combat Inequality" and "Putt
ing Children First: How low-wage working mothers manage child care." Prio
r to NYU Wagner\, he was the Deputy Assistant Secretary for Human Service
s Policy in the Office of the Assistant Secretary for Planning and Evalua
tion in the U.S. Department of Health and Human Services\, Senior Fellow
and Director of the Center on Labor\, Human Services\, and Population at
the Urban Institute\, and Deputy Commissioner for Early Childhood Develop

DESCRIPTION:Over the past few decades\, one of the defining cleavages in A
merican politics has been the growing urban-rural divide. Politically\, c
ulturally and economically\, it is as if we live in two distinct countrie
 s. But in this division exist opportunities for exciting forms of leaders
hip that strengthen our democracy. Join the Hart Leadership Program for a
discussion with leaders working beyond the divide. What are the complexi
ties of working in rural areas? What are the policy challenges? What migh
t it take to bridge the divide? How are young people making a difference
in this space?\n\nJacob Bachmeier is a Democratic member of the Montana l
egislature who became the youngest state legislator in the U.S. when he w
as elected at age 18 in 2016. Now in his second term. he represents appro
ximately 10\,000 people in a district President Trump won by almost 20 po
ints. Kate Fellman is the founder and executive director of You Can Vote\
, a Durham-based voter education and empowerment organization. She launch
ed the organization in 2014 to help alleviate the effects of a confusing
elections law and has worked to expand its reach beyond the Triangle into
communities across North Carolina. Rachel Rubin PPS'19 has spent the pas
t two summers working in West Virginia around issues of criminal justice
reform and social policy. At Duke\, she is an Alice M. Baldwin Scholar an
d participant in the Hart Leadership Program's Political Engagement Pilot
  Project.

DESCRIPTION:It is estimated that nearly 3 million grandparents are the pri
mary caregivers for their grandchildren\; however\, less is known about g
randmothers as caregivers. Using the Decennial Census and American Commun
ity Survey data\, this study provides an analysis of Asian\, Black\, Hisp
anic\, and Native American women who are caregivers for their grandchildr
en. Rhonda Vonshay Sharpe will explore if their role as caregivers for gr
andchildren strains household resources or requires an extended attachmen
t to the labor force\, as well as the influence of educational attainment
on their economic well-being.\n\nSharpe is founder and president of the
Women's Institute for Science\, Equity and Race\, the first think-tank to
focus solely on the social\, economic\, cultural and political well-bein
g of women of color. In 2018\, she was named one of "25 Black Scholars Yo
u Should Know" by The Best Schools. Her research focuses on three areas:
gender and racial inequality\; the diversity of STEM\; and the demography
of higher education. \n\nShe has served on the faculty at Barnard Colleg

which she served as the associate director from 2008 to 2014. \n\nSharpe
completed her doctorate in economics/mathematics at Claremont Graduate U

DESCRIPTION:Despite a history of initiatives to strengthen the doctorate p
ipeline and mentoring programs for graduate students and junior faculty\,
the economics profession has failed to achieve a representative level of
diversity across ethnicity\, gender\, and race. This National Economic A
ssociation presidential address looks at the 20-year production (1996-201
 5) of economists by ethnicity\, gender\, race\, and residential status wi
th an interest in the production of Black economists. The findings sugges
t there is cause for alarm as the number of undergraduate economics degre
es conferred to Black women was stagnant\, and there has been a decrease
in the number of doctorates conferred to Black men. Also\, the number of
undergraduate mathematics degrees conferred to Blacks has decreased\, whi
ch may have dire consequences for the economics and mathematics doctorate
pipeline. Recommendations that promote the professional lives of Black a
nd minority economists are provided.\nRhonda Vonshay Sharpe is founder an

DESCRIPTION:The South faces vast and complex ecological challenges due to
climate change: heatwaves\, more frequent and intense storms and flooding
. At the same time\, much of the region is weathering big economic shifts
as the U.S. decreases dependence on fossil fuels. The fastest urbanizing
region in the U.S. remains home to some of the most economically distres
sed rural communities. Too often national news outlets distort this regio
n\, which is the birthplace of the environmental justice movement\, as ba
ckwards. As local newsrooms shrink and all news outlets struggle with pub
lic distrust\, who will tell these important stories well? \n \nJoin the
Hart Leadership Program and DeWitt Wallace Center for Media & Democracy f
or an engaging conversation with Lyndsey Gilpin\, founder of Southerly. I
ndependent and nonprofit\, the news site covers the intersection of ecolo
gy\, justice and culture in the American South. In addition to publishing
in-depth journalism\, Southerly hosts forums in rural and underserved co
mmunities to learn what issues people want to see covered. Born and raise
d in Kentucky and now based in Durham\, Gilpin is a reporter and editor w
ho has covered climate change\, energy\, and environmental justice all ov
er the U.S. She has published in Harper's\, Vice\, The Daily Beast\, City
 Lab\, Undark\, High Country News\, FiveThirtyEight\, The Washington Post\

DESCRIPTION:Traditionally\, personal relationships and networks have been
the primary tools of community organizing. However\, as technology and bi
g data play increasingly important roles in our lives\, some organizers a
re leveraging it in their work. Locally\, organizations are using insight
s gleaned from data to build political power and affect change in Durham
and North Carolina. \n\nJoin the Hart Leadership Program for a discussion
on the ways in which data can be used in organizing\, featuring Amy Cox
and Briana Brough\, co-founders of Flip NC\, and Karthik Balasubramanian
Pratt '07\, an assistant professor at Howard University and founder of th
e 14 Cities initiative. FLIP NC is a grassroots organization that uses da
ta to conduct targeted\, direct voter outreach to elect progressive candi
dates in North Carolina. 14 Cities uses a data-driven approach to build n
eighborhood power in majority-Black neighborhoods. \n\nPanelists will sha
re how they use evidence-based strategies and data analytics for organizi
ng communities around causes\, while grappling with the implications of b
ig data for the future of community-engaged work. With the panelists\, we
hope to address questions such as: What counts as data? Does it change t
he fundamental nature of organizing or is it simply another tool in the o
rganizer's tool kit? What are the implications of this for protection of
citizens' trust and privacy? Does big data provide political and communit
y organizers with new tools and strategies?

DESCRIPTION:In this presentation\, Natasha Cabrera will review the empiric
al evidence that links father involvement to children's developmental out
comes during early childhood. She takes a family systems perspective that
fathers' contribution to their children's development is over and above
the contribution of mothers and presents evidence for direct and indirect
effects\, exploring various mechanisms of influence. Cabrera will place
her father-involvement research in a cultural context that has important
implications for programs and policies.\n\nCabrera is professor of Human
Development at the University of Maryland. She has published in peer-revi
ewed journals on policy\, methodology\, theory and the implications of fa
thering and mothering behaviors on child development in low-income minori
ty families. She is the co-editor of the Handbook of Father Involvement:
Multidisciplinary Perspectives and Latina/o Child Psychology and Mental H
ealth: Vol 1 and 2. \n\nIn 2015\, the National Academy of Sciences appoin
ted her to its committee on parents of young children\; in 2016\, she was
a Russell Sage Foundation Visiting Scholar\; and in 2017 she was a DAAD
visiting scholar at the University of Ruhr\, Germany. She is co-PI at the
National Center for Research on Hispanic Families and Children\, co-dire
cting the fatherhood and healthy marriage focus area.

DESCRIPTION:Integration is a ubiquitous concept in the immigration literat
ure\, but segregation-its opposite-dominates academic discourse about pub
lic education. Building on Justice O'Connor's opinion (Grutter v. Bolling
er\, 2013) that "[O]ur nation's public institutions should be pursuing th
e larger national project of integration\," I argue that restoring the na
tion's commitment to public education is indispensable to fuel economic c
ompetitiveness and harness demographic dividends from population diversif
ication. \n\nMarta Tienda is Maurice P. During '22 Professor of Demograph
ic Studies and Professor of Sociology and Public Affairs at Princeton Uni
versity and former director of the Office of Population Research. She has
authored or co-authored over 200 scientific papers and chapters about U.
 S. racial and ethnic inequality\, international migration\, variations in
family structure and reproductive behavior\, and access to higher educat
ion. Her current research focuses on intermarriage\, educational opportun
ity\, and the implications of adolescent romantic relationships for emoti
onal and physical wellbeing.\n\nTienda is past president of the Populatio
 n Association of America\, a former Guggenheim fellow\, and is a member o
f the American Academy of Arts and Sciences\, the American Academy of Pol
itical and Social Sciences\, and the National Academy of Education.
