DESCRIPTION:Lucas Falcão\, visiting researcher at the Duke Center for Inte
 rnational Development (DCID) will present his research project\, "Flowing
  with the River: Impacts of Seasonal Changes in River Levels on Health in
  the Brazilian Amazon." This study examines the impact of seasonal variat
 ions in the river levels of the Brazilian Amazon on health outcomes and h
 ealthcare provision. While environmental factors directly impact health\,
  the literature often overlooks indirect effects\, such as barriers to ac
 cessing healthcare services. Seasonal environmental fluctuations can prom
 pt adaptive behaviors\, including the rescheduling of medical procedures\
 , potentially leading to undesirable health outcomes. Therefore\, the sea
 sonality of Amazonian rivers\, vital transportation routes independent of
  local weather conditions\, presents an interesting case for analyzing th
 ese mechanisms. Preliminary results indicate an increase in mortality rat
 es after the dry season\, even in non-communicable diseases. This increas
 e is attributed not only to waterborne diseases but also to the impacts o
 f water levels on healthcare provision and economic activities. Additiona
 lly\, I found a concentration of births during periods where mothers were
  less exposed to droughts. Mothers exposed to more droughts had fewer pre
 natal visits. These findings suggest that postponing necessary medical ca
 re in anticipation of improved transportation conditions can put patients
  at risk and compromise their health.\n\nLucas is a Ph.D. candidate in th
 e Public Administration program at the Getulio Vargas Foundation (FGV/Bra
 zil). In his prior research endeavors\, he concentrated on assessing the 
 efficiency of worker cooperatives\, and the collective management of fire
  as an agricultural tool within the Amazon rainforest. He is with DCID fo
 r fall 2023 with sponsorship from the Coordination for the Improvement of
  Higher Education Personnel (CAPES/Brazil). Under the guidance of Profess
 or Marcos Rangel\, his research examines the impacts of river seasonality
  on public health in the Brazilian Amazon.

DESCRIPTION:What are the patterns and effects of e-government on corruptio
 n across space and time? While there has been a growing focus on the role
  of e-government in corruption\, the spillover effects of digital governm
 ent on corruption remain relatively unexplored. Huong Vu\, a Fulbright Vi
 siting Scholar at the Duke Center for International Development\, will di
 scuss his paper\, "E-government and corruption in an emerging country: Ne
 w perspectives from spatiotemporal approach." The paper implements emergi
 ng hot spot analysis and geographically and temporally weighted regressio
 n (GTWR) to examine the heterogeneity in linkage between e-government and
  corruption across Vietnam. In so doing\, it draws on social contract the
 ory as well as informal payments and e-government data over the 2018-2022
  period. Subsequently\, emerging hot spot analysis indicates corruption i
 s declining in every Vietnamese region. At the same time\, GTWR highlight
 s variations in the impact of e-government on corruption between the Nort
 h and the South\, suggesting the need for targeted improvements in e-gove
 rnment to achieve maximum reductions in corruption. These findings unders
 core the importance of integrating social contract theory into discussion
 s on e-government and corruption.

DESCRIPTION:Internal migration in developing countries has far greater mag
 nitude than international migration\, and poses both great opportunities 
 and great challenges. Cases from Africa\, Asia\, and Latin America reveal
  the dilemmas that governments face in addressing migrations that are tri
 ggered by economic opportunities\, climate change disruptions\, political
  motives\, and conflict. The session will focus on the dilemmas that gove
 rnments face\, and some of the strategies to confront them. Adopting the 
 strategies depends on whether government officials choose to embrace or e
 vade accountability in managing these migrations.\n\nWilliam Ascher is th
 e Donald C. McKenna Professor at Claremont McKenna College. He previously
  was the founding director of the Duke Center for International Developme
 nt. He studies economic development and public policy in developing count
 ries\, natural resource and environmental policy\, strategic planning and
  decision making\, political psychology\, and international policymaking

DESCRIPTION:The Prenatal-to-3 Policy Impact Center empowers states with ri
 gorous evidence to implement effective and equitable policies that ensure
  all children thrive from the start. Grounded in the science of the devel
 oping child and based on the most rigorous evidence available\, the Prena
 tal-to-3 State Policy Roadmap details the most effective state actions th
 at foster the nurturing environments infants and toddlers need\, and that
  reduce longstanding racial\, ethnic\, and socioeconomic disparities in a
 ccess and outcomes. When combined\, the policies and strategies included 
 in the Roadmap create a system of care that provides broad-based economic
  and family supports\, as well as targeted interventions to address ident
 ified needs. Dr. Osborne will cover the foundation of the Center's work i
 n rigorous research\, what we know about effective state-level policies i
 n the PN-3 space\, and how these policies matter for families.\n\nCynthia
  Osborne is a Professor of Early Childhood Education and Policy in the De
 partment of Leadership\, Policy\, and Organizations at Vanderbilt Univers
 ity's Peabody College. She is the founder and executive director of the n
 ational Prenatal-to-3 Policy Impact Center\, an academic research center 
 that translates the science of the developing child into state level poli
 cies with the strongest evidence base of effectiveness. Osborne is a 2023
  Aspen Institute Ascend Fellow and has also co-authored reports for the N
 ational Academies of Sciences\, Engineering\, and Medicine Committee on B
 uilding an Agenda to Reduce the Number of Children in Poverty by Half in 
 10 Years and Exploring the Opportunity Gap for Young Children from Birth 
 to Age Eight. Osborne holds a Ph.D. in demography and public affairs from
  Princeton University\, a Master in Public Policy degree from Harvard Uni
 versity's Kennedy School of Government\, and a Master of Arts in educatio
 n from Claremont Graduate University.\n\nThe Early Childhood Initiative s
 eeks to bring together scholars to address early childhood challenges and
  produce world-class scholarship that will help maximize the potential of
  all children during their early years.
