In the first History in International Security lecture of the semester, Professor Simon Miles will welcome author Joshua Shifrinson for a conversation regarding his new book, Rising Titans, Falling Giants: How Great Powers Exploit Power Shifts. The book examines when and why relatively rising great powers adopt predatory or supportive strategies towards other, relatively declining states.
