Dr. María de Lourdes Melgar Palacios is the Under Secretary for Electricity at the Mexican Ministry of Electricity (Secretaría de Energía - Sener). She holds a master's and Ph.D. in Political Science from MIT, and specializes in energy issues, climate policy and sustainability concerns. Presented by the Environment and Energy Sector in Latin America & the Caribbean working group.
